      Company Press Release

Portal Software Lands Major Customers in China

Infranet Selected as Customer Management and Billing Platform for China Railway Communications, Ji Tong and Xinhua
      News Agency

CUPERTINO, Calif.--(BUSINESS WIRE)--June 26, 2000-- Portal Software Inc. (Nasdaq:PRSF - news), a leading provider of business infrastructure software for Internet and next-generation
communications services, today announced that it has signed contracts with three industry leading Chinese companies. These include China Railway Communications Company (CRC) and Ji Tong
Communications Co. Ltd., two of the country`s largest communication service providers, and Xinhua News Agency, a national Chinese news agency.

``These latest successes -- with CRC, Ji Tong and Xinhua News Agency -- highlight the significant achievements that Portal has made in supporting the leading companies that will be providing
next-generation services in the lucrative Asia-Pacific market,`` said Robert Lau, vice president of Portal Software, Asia Pacific. ``The fact that our business has grown rapidly in this market is testament not
only to the quality of our Infranet customer management and billing platform, but also to the quality of our personnel, product localization and partnerships with major vendors.``
¶ Under the terms of the respective agreements, Portal`s Infranet®

will become the customer management and billing platform for CRC`s public Internet Protocol (IP) telephony services, Ji Tong`s nationwide IP telephony network and Xinhua News Agency`s online
content service. This announcement underscores Portal`s momentum in the growing Chinese IP telephony and Internet Service Provider (ISP) markets and follows on the heals of a series of significant
agreements with five provincial service providers, including Shanghai Online, Xinjiang, Chongging Online, Liaoning and Jilin.

CRC already provides an internal communications service for the entire national railway network. With Infranet, CRC plans to roll-out this extensive IP network to the public, potentially supporting more
than three million users in 30 cities. As CRC`s business grows, its capacity can be easily expanded to more than ten million users. Impressed with Infranet`s reliable performance flexibility and scalability,
CRC selected Portal`s software over competing products to support its national subscriber. All CRC billing data will be stored in a central database, while sales representatives located in cities will be
responsible for account creation, IP card selling and invoicing. In the future, CRC plans to offer additional IP services using Infranet as its single customer management and billing platform.

Portal`s Infranet will support Ji Tong`s expanded 45-city IP telephony network. A second-phase implementation, Infranet will now support a base of ten million users. The project is a major part of Ji
Tong`s nationwide IP network and will include new service roll-outs within the year. By relying on Infranet, Ji Tong can support multiple ratings and provide card users, callers and group users with
advanced services, including billing, settlement and fee lists.

Xinhua News Agency will use Infranet to support its online content services. The company`s services will help organizations to provide global users with real-time news viewing and data searching
services. Already, Xinhua News Agency`s online content services have 15,000 enterprise and group-registered users, including Associated Press International (API) and the Chinese Academy of Social
      Science.

Portal`s Infranet 6.0 delivers the industry`s only comprehensive real-time customer management and billing software that is designed to support complex, multi-service Internet business models, including
cable access, wireless Internet access, broadband multi-media access, satellite access, and online applications service. This real-time technology and high flexibility have made Infranet popular among
Chinese telecom operators. Portal entered the Chinese market in 1998 and has won many contracts for ISP, IP telephony, mobile communications, and cable network service.

      About Ji Tong

Ji Tong owns the National Public Economic Information Communication Network (China GBN: www.gb.com.cn). It constructs, operates and manages ChinaBGN, one of the five largest business
networks in China with 53 nodes in major cities. ChinaBGN`s dial-up access number is 167. Ji Tong is also one of only four companies to have been approved by the Chinese government to provide
nationwide IP telephony services. Through its IP telephony access number 17920, Ji Tong`s users can reach numerous cities within China and more than 170 other countries. Ji Tong also runs and
manages a broadband network which provides individuals, enterprises and group users with Internet, IP telephony, frame relay, satellite communications, and microwave communications services.
