Sibir Energy plc is a UK independent oil and gas production company which listed on the Alternative Investment Market of the London Stock Exchange in 1997 (stock symbol: SBE). As of August 2003, on the basis of its market capitalisation of £200.74 million, Sibir is the 7th largest out of 707 AIM-listed companies.

Sibir has a pure Russian focus with 100% of its reserves and crude oil production coming from the oil-rich Khanty Mansiysk Region of Russian Western Siberia. As at 31 December 2002, Sibir`s attributable oil and gas reserves amounted to 1.4 billion barrels.

Currently in production are Magma assets, Upper Salym and Priobskoye group of fields.

Future shareholder value lies:

in the development of the Salym and the Priobskoye groups of fields, which comprise a combined working interest of approximately 1.3 billion barrels of oil. These assets (with the exception of Upper Salym field) are operated and funded in whole or in part (depending on the oil price) by our co-venturers Shell and Sibneft (one of Russia`s largest oil and gas corporations). Upper Salym, the smallest of the three fields of the Salym group, is currently operated and funded by Sibir. In September 2003, Shell announced that it had approved a $1 billion plan for the development of the Salym fields. First oil from West Salym is expected by the end of 2005 with production expected to peak at 120,000 barrels of oil per day in 2009. Vadelyp will be developed in a second phase and the development of Upper Salym has already begun.


in the major expansion plans, namely a joint venture with the Moscow government to create an integrated oil and gas company (Moscow Oil & Gas Company or "MOGC") serving the Russian capital and surrounding region. MOGC was formally incorporated on 30 May 2003. The proposed acquisition of 25% of BP`s retail network in Moscow is now forming part of the negotiation on Moscow Oil and Gas Company.

Where does Sibir see its future?

Here`s what Sibir`s CEO Henry Cameron says in this regard: "Sibir is becoming a major player in the Russian energy market. Insulated as it is against Russian partner risk Sibir will be the natural vehicle of choice for foreign investment in Russia. Any investor or any fund manager with an appetite for investment in Russia will think of Sibir".

April 2003 Sibir announces that its subsidiary Evikhon and Shell Salym Development, Evikhon’s partner in Salym Petroleum Development joint venture, signed a new joint venture agreement to speed up the development of the West Salym and Vadelyp fields. The fields will be operated in accordance with The Royal Dutch Shell Group’s operational and business practices and standards and under existing fiscal regime.

Conversion of Securities
Sibir announces that following the receipt of conversion notices, ten 15 per cent. Convertible Secured Loan Notes 2002 (extended as 11 per cent. Convertible Loan Notes 2004) of £1,000 each have been converted into 80,483 ordinary shares of 10p each in the Company ("Ordinary Shares"). Accordingly, application has been made for 80,483 new Ordinary Shares to be admitted to trading on AIM. Admission is expected to occur on 24 October 2003.

Following admission, the issued share capital of the Company will be 1,596,485,066 Ordinary Shares.

Placing for cash to raise £24,000,000
Sibir announces that it has today placed for cash 150,000,000 new ordinary shares of 10p each in the Company ("Shares") at a placing price of 16p per Share (the "Placing"). The Placing has been arranged by our brokers Canaccord Capital (Europe) Limited. 71,500,000 of the Shares have been placed firm (the "Initial Placing") and the remaining 78,500,000 Shares have been placed subject to the Company receiving the necessary shareholder authority to issue a further 5 per cent. of the issued share capital of the Company at the Annual General Meeting, to be held on 6 November 2003 ("Additional Placing"). The Initial Placing and Additional Placing are conditional on admission of the 71,500,000 Shares and 78,500,000 Shares respectively to AIM. Applications have been made for admission of the New Shares to trading on AIM. Admission in respect of the Initial Placing Shares is expected to take place on 24 October 2003. Admission in respect of the Additional Placing Shares is expected to occur on 10 November 2003.

The net proceeds of the Placing will be used, inter alia, to fund the redemption of short term lending and other extensions of credit and to provide working capital for the Company.

Holdings in Company
The Company was notified on 29th October 2003 by Canaccord Capital (Europe) Limited ("Canaccord") that on 22nd October 2003 it had acquired 100 million ordinary shares of 10p each in the Company, representing 6% of the total issued ordinary share capital of the Company. On the same date Canaccord placed those shares with a number of shareholders. Canaccord therefore no longer has a notifiable interest in the Company.
