      Material Technologies, Inc. Joins Smith Emery Company in a Strategic Alignment
      LOS ANGELES, Feb. 21 /PRNewswire-FirstCall/ -- Material Technologies, Inc. (OTC Bulletin Board: MTTG) ('MATECH') announced today it has formed a strategic alignment with Smith Emery Company, a Los Angeles based engineering, materials testing, and inspection firm.

      Smith Emery Company, established in 1904, began performing independent inspection and testing on commercial building structures following the San Francisco Earthquake-Fire of 1906. The company now employs over 400 people in the state California with an office in China as well. Over 150 Licensed Deputy Building Inspectors are dispatched daily to construction sites for visual and nondestructive examination of concrete, masonry, soil, structural steel, welding, fireproofing, etc. Smith Emery Laboratories includes five certified materials testing laboratories. Under the direction of civil engineers, technicians test all construction materials including concrete, grout, mortar, cable, rebar, steel 'I' beams, asphalt, soils, and aggregates. Testing services for building faces, tiles, marble, granite, roof materials, skylights, Jacuzzi bathtubs and sinks are also provided.

      Ms. Marybeth Miceli, MATECH's COO, says, 'It is clear that Smith Emery Company's talented work force will be able to easily execute bridge inspection contracts using MATECH's Electrochemical Fatigue Sensor (EFS) system. This is a critical milestone in ramping up our inspection capabilities as demand grows for the EFS on the west coast, as well as in China.'

      Engineers and technicians from Smith Emery Company have already been trained to install sensors, acquire data, and analyze data using MATECH's EFS system. Additionally, they have accompanied MATECH's personnel in the field, performing an inspection together.

      BUSINESS DEVELOPMENT UPDATE, July 8, 2008

      Since the release of the previous Material Technologies, Inc. (MATECH) update on June 10, 2008, the following business items have developed:

      Testing

      • MATECH was on the winning team with Gannett Fleming and received an on-call contract totaling $5M over the next 5 years for work performed in PA.
      • PennDOT has indicated that the next batch of bridges will be assigned in the coming month.
      • Australian officials in New South Wales have asked for price proposals to buy equipment, training, and service from MATECH in the next 2 months.
      • Demonstration for an East Coast state DOT where MATECH inspection personnel found that a $600,000 retrofit was not effective. MATECH has a champion within the department working towards a large contract for retrofit verification and inspection as part of their overall bridge management program.
      • Demonstration for the state of Alabama completed.
      • Inspection completed for Canadian National Railway in Wisconsin.
      • Inspection completed of retrofitted bridge in the state of New York. A presentation will be given following completion of this work in order to discuss an on call contract.
      • Inspection upcoming of another bridge in the state of Massachusetts.
      • Federal Highway Administration (FHWA) is moving forward with testing and training on the Electrochemical Fatigue Sensor (EFS) system. Training will occur in the next month.
      • Nine reports have been submitted to the state of Pennsylvania. They are reviewing these reports and putting together a list of bridges to be inspected during this inspection season.
      • Working with FAA officials at the Volpe Transportation Center to further use of EFS in the transportation industry. Volpe Center is a subsidiary of the US DOT.
      • Working with officials in Brazil to provide engineering services and equipment to perform nondestructive testing on subway rails, subway cars, concrete and steel structures.

      Partnering

      • Meetings:
      o Discussions with a multi-national firm regarding exclusive licensing and international equipment sales.
      o Potential collaboration with several global monitoring systems company to cross-market to bridge owners.
      o Potential collaboration with Pure Technologies.
      • Interest from companies with specific projects to which they wish to apply the EFS: URS, DMJM Harris, Jacobs Edwards and Kelcey, Burgess and Niple, and CMX, among others.• Several engineering firms have requested to be trained on the EFS technology and will be trained in the next two months.
      • Subsidiary company to MATECH set up in Brazil.
      • Action plan for China developed with Smith Emery.
      • Meeting with PhDSoft to discuss partnering opportunities with the EFS as input to their C4D software program, which predicts deterioration and problem areas. Their main market is the petrochemical industry and will help bring EFS into that industry sector.

      Presentations

      • Exhibition at AASHTO Conference; interest from states of North Carolina, Nevada, Delaware, and Ohio amongst others.
      • Presentation was given to Louisiana DOT officials; follow-up in progress.

      Other Developments

      • Contacted by producers regarding a new program on the Discovery Channel.
      • Qualification achieved for testing in the state of North Dakota.
      • Lobbyist meeting tomorrow with Congressman Oberstar, Chairman of the Committee on Transportation and Infrastructure, to follow-up with bill language in-hand.
      • Lobbyist executing newly developed 17-point plan to politically enhance the future of MATECH.
      • Lobbyist meeting with officials from PA to further secure MATECH’s place within the $350M bill recently signed by Governor Rendell.

      Since the release of our previous update on July 8, 2008, the following business items have developed:

      • MATECH has signed another 5-year on-call contract with PennDOT.
      • MATECH has signed a contract with the Union Pacific Railroad to perform a large inspection of a structure in NE the second week in September.
      • MATECH officials have met with NYSDOT to discuss our current and future projects.
      • We have successfully executed and completed inspections with ALDOT, VDOT, NYSDOT, and Canadian National Railway.
      • MATECH has been contacted by a large international engineering firm regarding a contract for a major structure in PA, as well as a possible alignment for this firm to perform inspections world wide using the EFS.
      • Our COO has met with MassHighway to discuss past and future work in MA, as well as the possible sale of equipment.
      • Our COO was quoted by abc.com on the state of bridges.
      • Our COO was published in USA Today regarding the state of bridges and testing.
      • Our COO has spoken with top officials at one of the largest passenger railroad company in the US regarding testing on their structures.
      • Our COO has met with one of the largest owners of bridges in Greater New York City area regarding testing on their largest structures.
      • Our lobbyist has secured language in the Oberstar Bridge Bill that will likely require our technology to be used on an enormous number of bridges in the U.S.
      • Our lobbyist has spoken to 12 officials in the state of Pennsylvania; all have requested further information, which was sent to them with follow-up occurring the week of September 15, 2008.
      • MATECH officials have met with high-ranking officials at a large aerospace company to discuss use of our technologies on airframes and shipping vessels.
      • MATECH officials are presenting at the following conferences in the months of September and October:
      o Structural Materials Technologies Conference in Oakland, CA
      o North Carolina Highways Conference in Raleigh, NC
      o The World Conference on NDT in Shanghai, China
