Sex, Waffenhandel, Korruption: Ungeheuere Vorwürfe gegen die Uno


Hunderte Dokumente aus dem Inneren der Vereinten Nationen sind an die Öffentlichkeit gelangt – Berichte über Misswirtschaft, Missbrauch und Missmanagement.


Es liest sich wie ein Sammelsurium des Schreckens. Hunderte Dokumente aus dem Inneren der Uno legen öffentlich dar, in welchen Fällen die Weltorganisation gegen ihre moralischen Standards, gegen Gesetze, gegen die Menschlichkeit oder schlicht gegen den gesunden Menschenverstand verstossen hat.

Denn seit gestern sind rund sechshundert interne Untersuchungen der Vereinten Nationen im Internet greifbar – offenbar hat sie ein anonymer Whistleblower der Weltöffentlichkeit zur Verfügung gestellt. Gepostet wurden die Papiere auf Wikileaks, der anonymen Site zur Publikation versiegelter Dokumente. Und geheim sollten diese Berichte wohl auch bleiben: Rund siebzig der jetzt lesbaren Reports wurden von der Uno als «strictly confidential» eingestuft. Vereinzelt hat man sogar die geografischen Beschreibungen, die Namen der Beteiligten und die Bezeichnungen der involvierten UN-Truppen verfremdet – offenbar zur besseren Tarnung.

Erst vergewaltigt, dann zum Schweigen gebracht

Vergewaltigung, erzwungene Schwangerschaft, Waffenhandel, Rohstoffausbeutung, Diebstahl von Hilfslieferungen, Betrug, Bestechung: Die Vorwürfe gegen UN-Vertreter lassen an eine ausgewachsene kriminelle Organisation denken, zumal in dieser Häufung. Juni 2007: Mehrere Frauen werfen einem Uno-Vertreter in Pristina vor, Sex erpresst zu haben. Juli 2007: Im Kongo wird ein Verfahren eingeleitet, weil ein Blauhelm-Bataillon in der Stadt Mongbwalu im Gold- und Waffenhandel steckt. – März 2006: Ein Bericht wirft mehreren Kaderleuten im Uno-Personalmanagement vor, Günstlingswirtschaft und Missmanagement zu betreiben. Dezember 2005: Die UN-Mission in Liberia lässt sich von einem Reisebüro in Ghana bestechen. Alleine die UN-Verwaltung des Kosovos führte ab 2004 zu rund vierzig Untersuchungen: Betrug, Korruption, Verfahrensmängel, Mittelmissbrauch, Belästigung am Arbeitsplatz.

Allerdings: Die Berichte stammen selber von UN-internen Kontrollbehörden – von Abteilungen also, deren Aufgabe es ist, Missbrauch und Missmanagement zu bekämpfen; und teilweise gelangen die Kontrolleure auch zum Schluss, dass die Vorwürfe gegen ihre Organisationen und Vertreter falsch seien. Eine Stellungnahme der Uno zur Massenpublikation auf Wikileaks war bislang nicht erhältlich. In einem Fall allerdings bestätigten UN-Beamte gegenüber der Agentur AP die Echtheit des Dokuments – und zwar bei einem Bericht über 217 Vorwürfe von Vergewaltigung und Kindesmissbrauch im Kongo.

Der Bericht stammt vom Januar 2007, die Anklage richtete sich gegen Blauhelm-Soldaten in Ostkongo: Sie hätten nicht nur vergewaltigt, sondern danach Zeuginnen auch mit Gewalt zum Schweigen gebracht. Die Uno-Fahnder konnten die Vorwürfe nur in einem Fall erhärten; sie kommen allerdings auch zum Schluss, dass die Uno-Einsätze im Kongo «ein hohes Risiko für weitere Verstösse» bergen – gemeint sind Vergewaltigung und sexueller Missbrauch.

Langwierige Aufarbeitung

Die politische und journalistische Aufarbeitung der Dokumente könnte noch sehr lange dauern. Angesichts der Masse an Material fordern die anonymen Betreiber von Wikileaks alle Vertreter von Medien und anderen Untersuchungsorganen dazu auf, einfach jenes Dokument zuerst in Augenschein zu nehmen, das am nächsten beim eigenen Geburtstag liegt. Wikileaks staff writers

Wikileaks has released 70 United Nations investigative reports classified "Strictly Confidential". The reports expose matters from allegations of hundreds of European peace-keepers sexually abusing refugee girls [1] to generals in Peru using Swiss bank accounts to engage in multi-million dollar frauds against the UN.

The bulk of the reports were released today with 17 reports relating to Kosovo having being released on 24 Oct 2008.

A number of the reports are both classified "Strictly Confidential" and have selected regions redacted. Often these redacted regions can be "unredacted" by "cut and pasting" the blanked region. On the description page for each report, where possible, Wikileaks has provided a simple text version of the report that includes the redacted information.
