      beinhalten.

verkraften. Viel Glück für Deine Trades.

Itera, Zarubezhneft to Invest $1 Bln in Caspian Oil (Update1)
      By Eduard Gismatullin

Moscow, Oct. 9 (Bloomberg) -- Itera International Group, Russia`s No. 2 gas producer, will team up with state-owned VTO Zarubezhneft to explore for oil in Turkmenistan`s part of the Caspian Sea at an estimated cost of $1 billion.

Itera and the Russian oil services company will set up a joint venture to explore two or three offshore fields with recoverable reserves estimated at 400 million tons (2.9 billion barrels) of oil and 300 billion cubic meters of gas. The companies plan to produce about 9 billion cubic meters of gas a year, or a third of Itera`s current output.

``Turkmenistan has offered several deposits and we now decide how many we want to develop, Itera President Igor Makarov said in an interview with Bloomberg. ``I think in November we will finally decide which deposits we will develop`` and determine final estimates of investment costs.

Russian and Western oil and gas companies are competing to develop the Caspian region. The area`s proven reserves of 30 billion tons are enough to supply the world for eight years.

Turkmenistan plans to hold a presentation to foreign investors on Oct. 17 of oil and gas deposits with estimated recoverable oil and gas reserves of 45.4 billion tons of oil equivalent, the country`s oil ministry said in a statement. The tenders will include about 47 deposits within the licensing program until 2010.

World oil and gas consumption is about 5.7 billion tons of oil equivalent a year.

Itera plans to borrow about $300 million a year in coming years, paying annual interest of about 15 percent, to finance its projects.

``MDM Bank recently agreed to open a $100 million credit line for us,`` Valery Otchertsov, president of Moscow-based OOO Itera Holding, said in an interview. Still, all these ``borrowings are short and expensive.``

Itera mostly receives one-year credits from Russia`s OOO Gazprombank, a unit of OAO Gazprom, Russia`s No. 1 natural gas producer, National Reserve Bank, partly owned by Gazprom, and Menatep St. Petersburg.

Menatep St. Petersburg lists AO Yukos Oil Co., Russia`s No. 2 oil producer, and a Gazprom unit among its shareholders.

Menatep Shareholder Says Luxembourg Prober Won`t Find Anything
      By Linda Sandler

Moscow, July 13 (Bloomberg) -- Bank Menatep`s majority shareholder said he`s ``absolutely certain`` Luxembourg Prosecutor Carlos Zeyen will find no evidence that the bank laundered money.

Responding to Zeyen`s statement Monday that the bankrupt Moscow lender is being investigated for possible money laundering, Platon Lebedev, former president of what was Russia`s fifth- largest privately owned bank, said he might sue Zeyen for ``material and moral damage`` caused by the statement.

Zeyen`s statement said that a four-month probe didn`t substantiate allegations that Clearstream International had engaged in ``systematic`` money laundering. He`ll continue to investigate ``isolated`` matters at Europe`s No. 2 securities clearing firm, Zeyen said, including allegations by French daily Le Figaro and the book Revelations that Menatep may have used Clearstream accounts to embezzle International Monetary Fund loans to Russia.

``I`m absolutely certain that the prosecutor`s office has nothing on Menatep,`` Lebedev said in an interview. Menatep has a suit pending against Revelations`s authors in a French court.

``The investigation against Menatep will proceed,`` Zeyen said in an interview.

      Instructions to Lawyer

Lebedev today said he will ``instruct`` a lawyer in Luxembourg to ``demand`` that Zeyen immediately start probing Menatep. ``Let him try to prove to a Luxembourg tribunal -- and I will help him -- that this (embezzlement of IMF loans) actually happened. If he can`t do that he will lose his job or go to jail.``

If Zeyen ``can show embezzlement,`` Lebedev said, he will sue those responsible at Menatep. ``I will send to jail the former managers and receivers of the bank.``

Menatep is part of Group Menatep Ltd., which controls Yukos oil company. The group yesterday said it would repay in full some foreign lenders to the bank, the Financial Times reported. Menatep failed amid Russia`s 1998 financial crisis.

Zeyen today said he received a letter from Menatep`s Luxembourg lawyer, Fernand Entringer. The latter, also published in Luxembourg daily Tageblatt, criticized Zeyen for singling out Menatep in his official statement and asked him to clarify his ``position.`` If Zeyen ``deliberately used incriminating language`` that would be a ``grave injury`` and contrary to the legal presumption of innocence, Entringer said.

Menatep has been linked to many scandals in the press but never indicted, Lebedev said. The IMF, addressing allegations that funds lent to Russia ``may have been diverted from their intended purpose,`` said on its Web site in 1999 that it ``has no evidence of such diversion.`` Konstantin Kagalovsky, a former Menatep executive, was in 1999 dragged into the money-laundering scandal which hit the Bank of New York. ``He was not on the list`` of those indicted a year later, Lebedev said.

Yukos in the same year was threatened with a suit by Russia`s Federal Securities Commission for failing to disclose relevant information about subsidiaries. No such suit was filed.

Bank Menatep a Target in Luxembourg`s Money-Laundering Probe
      By Linda Sandler

Luxembourg, July 11 (Bloomberg) -- Bank Menatep, a bankrupt Russian bank, is being investigated by Luxembourg authorities for allegedly laundering money through Clearstream International accounts, prosecutor Carlos Zeyen said in a statement.

Zeyen started the probe Feb. 26 after the French daily Le Figaro published articles based on a book, Revelations, that alleged hundreds of Clearstream accounts may have been used to launder money, he said in Monday`s statement. He cited the book`s allegation that Menatep may have been implicated in the so-called Kremlingate affair and the alleged embezzlement of billions of dollars of International Monetary Fund loans to Russia.

Investigators will continue to pursue ``the Menatep matter,`` Zeyen said after announcing that he found no ``systematic`` sheltering of illegal profit at Europe`s No. 2 securities clearing company and would continue to probe for ``isolated`` instances of possible money laundering.

``I won`t further comment,`` Zeyen said in an e-mail sent to Bloomberg News yesterday.

In Moscow, Platon Lebedev, a Menatep shareholder and the bank`s former president, said Zeyen hasn`t approached him or the bank`s receivers with questions. ``The receivers of the bank will get in touch with the Luxembourg prosecutor this week in order to understand what he`s talking about,`` he said as his lawyer, Victor Prokofiev, acted as translator.

Menatep had accounts at Clearstream ``in order to keep in custody its securities -- as thousands of banks do,`` Lebedev said. Menatep`s name has never appeared on any list of banks indicted after any bank investigation, Lebedev said. ``We`re there to answer questions.``

The Moscow-based bank was declared bankrupt and lost its banking license in 1999. It began to default on obligations in 1998, after Russia defaulted on Treasury obligations and devalued the ruble.
