Simulcast Agreement With Delta Downs Racetrack

ST. JOHNS, Antigua--(BUSINESS WIRE)--Nov. 19, 1999--Starnet
Communications International Inc. (OTC-BB: "SNMM" ("Starnet", is pleased to
announce that its wholly owned subsidiary, World Gaming Services Inc.
(www.worldgaming.net) has entered into a simulcast agreement with Delta Downs, a
racetrack located in Vinton, Louisiana, for inter-raceway and live Internet horse racing
broadcasts.
Delta Downs conducts a mixed meet of thoroughbreds and quarter horses and is one
of only a handful of tracks that run a straight quarter horse meet. Delta Downs, with a
$25,000 feature every Saturday, is home to two $50,000 stakes events, the Jean Lafitte
Futurity, for thoroughbreds, and the Delta Downs Louisiana Breeders` Futurity, for
quarter horses.
Meldon Ellis, chief executive officer of Starnet said, "Our simulcasting operations are
building rapidly in preparation for the launch of our live online racing services. We
anticipate the signing of additional simulcasting agreements in the near future and are
