Plans to Create First `Bricks to Clicks` Sports Book Online

New Penthouse Online Casino Won`t Take U.S. Bets, But Will Reward Play-for-Free

LONDON -- The Penthouse online casino, which hopes to launch in June, plans aggressive steps to prevent U.S. residents from making bets. Yet all of its casino games will be available to U.S. players, on a play-for-free basis, with major prizes for winners.

The reason? Penthousecasino.com wants to build a huge database, worldwide. And some day, the operator of the site believes, the U.S. members of that database will be free of governmental restrictions against online wagering.

"Sooner or later, just as with Iowa -- I don`t know if it`s a year or 10 years from now -- some state`s going to say, `Hold it. We already have all forms of gaming. We`re going to license and tax Internet gaming.` `` That`s the view of Ed Fishman, who will run penthousecasino.com.

The reference to Iowa is a reference to the first state to host legal riverboat casinos, back in April 1991. Fishman, a veteran of casino marketing, led his Players International Inc. into successful riverboat casino developments in Illinois and Louisiana.

Now, the 56-year-old, fast-talking entrepreneur is preaching Internet gaming. But he has plenty of patience for the U.S. and any other country that doesn`t want this form of gaming.

"Any country that comes to us and says we don`t want you to accept bets, we`re not going to fight it,`` Fishman told RGT Online. "Let somebody else fight that war. There`s too much of the rest of the world that remains.``

Even for play-for-fun Americans, Fishman said, penthousecasino.com will demand rigorous documentation. Birth certificates and other documents will have to be faxed before consumers can play, and documents will be checked by a third party.

"I haven`t seen any (online casino) company say, `We`re going out of our way to check,` `` he said. "We will spend a lot of money searching people who try to get around us, and they won`t be paid anything if they do.``

Fishman`s new site was announced here last week at the International Casino Exhibition. He has a licensing deal with Penthouse magazine publisher Bob Guccione. Penthouse won`t own the site, but will put its marketing muscle behind it.

And that marketing power has Fishman convinced that he can build a gaming site that will stand out from the estimated 650 virtual casinos that already exist. Penthouse will promote the casino through its magazine, which has 17 foreign editions. It also has a Web site that Fishman said gets millions of hits daily, and which will have a home-page link to the casino.

"There`s going to be one site out there that`s very well known, and that`s going to be ours,`` Fishman boasted. "Because why should somebody gamble at sites with names you haven`t heard of, from countries that you don`t know, with banking systems you don`t know, and with no validation?``

Fishman wants penthousecasino.com to have the credibility that he says comes with an Australian license. He`s applied for one in Norfolk Island and may apply in Tasmania and one other Australian jurisdiction.

"In Australia, it costs millions of dollars to set up a site, where you can go to the Caribbean and get it for under $100,000,`` he said. "But we are doing everything the right way.``

Licensing in Australia can take months, but Fishman thinks it will go faster for him because he`s currently licensed in five states in the U.S.

The software for the site will be provided by Gaming & Entertainment Technology, which is based near Sydney, Australia. Its chief executive, Tibor Vertes, said his company only sells its software to casinos that operate in jurisdictions that have rigorous licensing and testing procedures.

Although Penthouse issued a press release last week saying the site "will blend sports and wagering with the magazine`s sexy Web content,`` Fishman downplayed the sex.

"We`re going to have a great name in Penthouse,`` he said. But "this will not be a sex casino. There`ll be beautiful people, but nothing to do with topless or anything like that.``

He plans a showroom with major shows online, and a shopping mall as part of the site. The site will have a sports book, Fishman said, but that will probably be linked to an outside operator.

He`s also excited about the possibility of hosting worldwide tournaments, with prizes from major airlines, hotels and cruise ships.

In 1978, Fishman organized what he said was the world`s first blackjack tournament, at a Las Vegas casino. He and his brother, David, went on to run tournaments of other casino games at casinos and cruise ships before starting the Players Club marketing firm.

"At a casino tournament, I`d get maybe 2,000 people tops,`` he said. "But you can have 200,000 people playing in a tournament on the Internet.`` Vertes said his software will support thousands of simultaneous players.

For the veteran casino marketer, it all comes back to the database.

"Years from now, we could have several million people around the world in our database,`` Fishman said. "Nobody can reach as many people, who like gaming, as we can.``

Grandscale Gaming Inc. of Nassau, Bahamas, has the exclusive worldwide rights to the Radiate Internet Casino Software. Circuit Court Ruling Could Affect Anchor Gaming`s On-Line Lottery Systems Contract with Florida Lottery


LAS VEGAS, Jan. 28 /PRNewswire/ -- Anchor Gaming (Nasdaq: SLOT) today
announced that a decision by the Circuit Court in Leon County, Florida could
affect its on-line lottery systems contract with the Florida Lottery.
The Circuit Court of Leon County today granted GTECH Corporation`s cross
motion for summary judgment on count II of a complaint filed by GTECH in March
1999. Count II of GTECH`s complaint challenges the validity of the amended
contract entered into on March 9, 1999 between the State of Florida, the
Department of Lottery, and Anchor Gaming`s subsidiary, Automated Wagering
International, Inc. (AWI), on the grounds that, among other things, the
amended contract is materially different from the proposal which AWI
submitted.
Today`s ruling declares null and void the amended contract between the
Lottery and AWI effective February 2, 2000. AWI intends to file a notice of
appeal of the Leon County Circuit Court ruling and a motion to stay the effect
of the ruling prior to February 3, 2000. AWI will continue to provide its
on-line gaming services and products to the Lottery under the terms of the
amended contract if the stay is granted or, if necessary, under an interim
contract.
Anchor Gaming will vigorously defend and protect its rights under this
lottery agreement. There can be no assurance, however, that Anchor`s AWI
subsidiary will be successful in its efforts or that the ultimate results of
this litigation will be favorable to Anchor Gaming.
The amended contract resulted from the competitive procurement initiated
by the Lottery in 1995 in which AWI and GTECH were the only respondents.
Subsequent to the original award of the Lottery contract to AWI in 1996, GTECH
filed two consecutive protests on the procurement process and the Lottery`s
award of the contract to AWI.
Both of these protests were rejected, resulting in a final order from the
Lottery awarding the contract to AWI in March 1998. The First District Court
of Florida denied GTECH`s further attempt to prevent the contract award. The
Supreme Court of Florida denied GTECH`s attempt to appeal the First District
Court`s decision.
