      More Than 100 Rally In Support Of Lynas Project

      KUANTAN, May 30 (Bernama) -- More than 100 people, including Pahang Federation of Peninsular Malay Students (GPMS) members, gathered at Teluk Chempedak here Monday to voice support for the proposed Lynas rare earth processing factory.

      Pahang GPMS chairman, Wan Emril Nizam Wan Embong, said the gathering was to show that not everybody was against the project which would bring investment into the country.

      "The Lynas project is safe, there's no need for Kuantan folks to worry as there are good and bad types of radiation," he told reporters here Monday.

      He said those who were not in favour of the project had not been given accurate information.

      He said Pahang GPMS planned to organise briefing sessions so that people, especially students, would not be duped by certain parties with regard to the project.

      The RM700 million project in Gebeng is mired in controversy over fears that it would emit potentially unhealthy radiation levels.

      The Malaysian government had invited an expert panel from the International Atomic Energy Agency (IAEA) to give it a second opinion on health and safety issues surrounding the proposed Lynas factory.

      They are believed to be already in town to carry out the task.

      Lynas Corporation Ltd of Australia, owners of the factory, had originally planned to complete construction of the main plant by September.

      KUANTAN, May 30 — An international nuclear panel reviewing the controversial Lynas rare earth plant here have assured Kuantan MCA chief Datuk Ti Lian Ker that it is just one of many similar projects that can be safely regulated.

      He told reporters after meeting the team of international experts led by the International Atomic Energy Agency (IAEA) that he had raised the question of radioactive pollution arising from other rare earth projects such as those in China.

      “They said there are similar activities and industries with similar material content that has been regulated according to IAEA standards,” said Ti, who has been at the forefront of MCA’s call for a review of the project that was scheduled to begin operations in September.

      The government had bowed to public pressure last month and put the project on ice pending the review by international experts.

      The nine-man team is in Kuantan to meet local stakeholders over two days. According to Ti, the team has not yet visited the project site in the Gebeng industrial zone.

      The MCA central committee member also said that the panel should be given “the benefit of the doubt” to prepare its report that will be submitted to the government by the end of June.

      “In the end, it is the government who will make the decision and take full responsibility,” he said.

      Despite the government review, Lynas expects no delay to its plans to begin operations in September as it maintains the plant is safe.

      It is anticipating a windfall of RM8 billion a year from 2013 onwards from the rare earth metals that are crucial to the manufacture of high-technology products such as smartphones, hybrid cars and bombs.

      Another plant opened in Bukit Merah in Ipoh 20 years ago but was shut down after several people suffered cancers, believed to be due to the rare earth processing facility.

      Lynas Corporation Limited (Lynas) (ASX:LYC, OTC:LYSDY) is pleased to announce that Lynas has today issued a Utilization Notice following satisfaction of the conditions precedent for drawdown of the following facilities which were announced on 30 March 2011:
      • A loan facility (the Loan Facility) for US$225 million from a special purpose company (SPC) established by Sojitz Corporation (Sojitz) and the Japan, Oil, Gas and Metals National Corporation (JOGMEC); and
      • The subscription by the SPC for US$25 million of new fully paid ordinary shares in Lynas (New Shares) at a price of A$2.12 per share (the Sojitz Placement).
      The cash proceeds from the above facilities totalling US$250 million are expected to be received later this week. Proceeds of the Loan Facility and the Sojitz Placement will be used solely to fund the completion of Phase 2 of the Lynas Rare Earths Project, enabling the Company to increase planned production of rare earth oxides (REO) to 22,000tpa from the expected Phase 1 run-rate production of 11,000tpa. The New Shares issued under the Sojitz Placement will rank equally with existing shares. The New Shares are expected to be issued later this week.

      Kürzlich wurde bekannt, dass das „Reich der Mitte“ im April dieses Jahres lediglich 1.819 Tonnen Seltene Erden exportierte. Gegenüber dem Vergleichszeitraum des Vorjahres bedeutet dies einen Rückgang um sage und schreibe 53 Prozent und um 12,6 Prozent gegenüber dem Monat März 2011. Ganz offensichtlich macht Peking nunmehr ernst mit den bereits vor längerer Zeit in Aussicht gestellten Export-Reduzierung, diese begehrten Rohstoffe betreffen.

      China ist „Quasi-Monopolist“ im Bereich Seltene Erden

      Die Meldung ist insbesondere für die wenigen nichtchinesischen Seltene-Erden-Unternehmen tendenziell „bullisch“ zu werten, da das „Riesenreich“ im Bereich der „Rare Elements“ eine „Quasi-Monopolstellung“ innehat. Schließlich werden rund 97 Prozent des globalen Outputs an Seltenen Erden dem chinesischen Erdreich „abgerungen“. Obwohl die Preise für die meisten Metalle dieser Gattung teilweise bereits Schwindel erregende Höhen erreicht haben, hält sich das asiatische Land mit Verkäufen zunehmend zurück. Grund: In China werden immer mehr Hightech-Produkte wie beispielsweise hochwertige Elektronik oder Anlagen zur Gewinnung regenerativer Energien hergestellt, für die Seltene Erden unbedingt benötigt werden. Die Zeiten als „Werkbank der Welt“ für billige Plastik-Erzeugnisse scheinen also endgültig vorbei zu sein. Und da ein Ende dieser Entwicklung nicht abzusehen ist, muss damit gerechnet werden, dass sich das Reich der Mitte auch künftig mit Ausfuhren von Seltenen Erden zurückhalten wird.

      Ungeachtet der Tatsache, dass der Bereich „Seltene Erden“ bereits außergewöhnlich gut gelaufen ist, kann nicht ausgeschlossen werden, dass die „Rallye“ noch ein bisschen weiterläuft, zumindest sofern die Weltwirtschaft nicht in eine neuerliche Rezession zurückfällt, wovon zur Stunde jedoch nicht auszugehen ist.

      Lynas offered to fund waste management R&D in deal for licence

      KUALA LUMPUR, May 27 — Australian mining giant Lynas Corp will set aside part of its earnings from its controversial processing plant in Gebeng to help Putrajaya sponsor research into how toxic rare earth can be disposed off safely, government sources have said.

      A source told The Malaysian Insider that Lynas was asked to pay the government a “certain percentage” from its annual gross profit to undertake research and development on the management and disposal of radioactive waste or pay financial security.

      Currently, rare earth waste products can only be buried, recycled or transmuted into non-radioactive material, although many small operations in China release toxic waste into the general water supply.

      It is understood that the requirement was mooted as a condition of Lynas’ manufacturing licence by the Atomic Energy Licensing Board (AELB) during a meeting that also included representatives from the Malaysian Industrial Development Authority (Mida) and the Ministry of International Trade and Industry (MITI).

      While the source stressed that AELB — and not Mida or MITI — had asked for the security, he insisted that the security should not construed as indemnity against potentially hazardous waste that may result from processing rare earths at the Lynas Advanced Materials Plant (LAMP) in Gebeng, Pahang.

      “There’s no such thing as an indemnity fund,” the source said.

      Lynas told The Malaysian Insider last week that it had deposited money with Putrajaya “to ensure safe management of any remaining residues as required by the AELB”.

      However, the company did not elaborate on the deposit or disclose the sum paid to AELB, charged by the Science, Technology and Innovation Ministry to approve and monitor radioactive industries.

      But AELB director-general Raja Abdul Aziz Raja Adnan was quick to deny that his agency had made the deposit a requirement.

      “It’s got nothing to do with AELB. You got to check with Mida, check with MITI,” he told The Malaysian Insider.

      Mida and MITI successfully pulled Lynas to set up shop here after China — the world’s biggest rare earths producer — closed its doors to foreign firms to maintain its 97 per cent chokehold on the global rare earths market.

      Green groups here and in Australia have lobbied their respective governments to nix the project ahead of LAMP’s September start date, citing the company’s opaque plans on waste storage and transport management between the Mount Weld mine in Western Australia and the Gebeng refinery.

      Lynas is among the world’s biggest suppliers of rare earths, a group of minerals vital in the manufacture of high technology goods that are ecologically friendly but create toxic by-products in the process.

      The RM700 million LAMP is expected to be the world’s largest and most sophisticated upon completion.

      Jaydog I've been witnessing the same phenomenon.
      I got into a few discussions on some anti-Lynas facebook pages, calmly and politely putting forth the Lynas perspective.
      I was shouted down, abused, called a "white devil", told to "f&%# off" repeatedly and that "we dont care what the IAEA review says, we want Lynas out!". They see no benefits from Lynas, show a lot of xenophobia, equate Lynas with Fukishima, think all companies and politicians are corrupt and have no interest in scientific data. Reasoning with them is not an option. Bear in mind this was an Anti-Lynas facebook page, I dont know how representative it is of wider community sentiment.
      Overall the anti-Lynas groups appear very disorganized and disjointed, with a lot of in-fighting between the radicals, the moderates, and those with vested interests.

      However, the government is obviously very keen on Lynas as they rightly should be. They seem to be doing their best to convince the Opposition and public of Lynas's safety and benefits. The Malaysian government suggested Gebeng and gave all the approvals. To shutdown the LAMP without strong reasons would have huge legal and economic consequences for Malaysia which is already seen as having a degree of sovereign risk. Also remember that Malaysia receives a lot of foreign aid from Japan, Australia, the USA, etc and that comes with strings attached.

      Bottom line - it all comes down to the expert review findings. I'm confident that the IAEA will give us the green light but I'm still a little nervous, especially as I've lost some faith in Nic Curtis recently. I dont think the protestors have the organisational ability, scientific evidence or wider support to win their case, but I do expect some rocky, and perhaps violent, days ahead.

      Whats that saying..if you cant sell the facts,dazzle em with BS.
      The poor doctor isnt aware yet that of the 106 T of waste that he mentions..70 odd Ton will go to the Gypsum Industry..and the rest is already in negotiations with Commercial enterprises.
      The water leach processing he mentions..the recycled water..as we have already been told by LYC..has been tested and as an analogy..goes in like tap water..comes out distilled..pure,cleaner.

      Had he been balanced in his statement..he would have explained the obvious...like everything thats in the ground..gold,diamonds,iron ore,oil,etc they all have different grades.
      Some areas have Thorium with really high radiation levels,some medium,some low then really low.(being a doctor you would think he would give more time to Stop smokers who are making ten fold more radiation..its what causes the smokers cough,sticks the mucus to the throat and lungs).
      Would have been nice where he mentions that Thorium emits alpha particles..he could have added..by the way they disintigrate on contact with oxygen (air).

      Ein Artikel mit teilweise hahnebüchenen Annahmen, Behautungen und Vergleichen die IMHO Angst schüren soll mit Behautungen das die meisten, wenn nicht alle, von der Internationalen Atomenergie-Organisation nicht wirklich unabhängig oder unparteiisch sind, weil sie alle für Pro-Atom-Kraft sind.
      IMHO wird sich am Ende die MMA mit solchen Artikel/Behauptungen selber in´s Knie schießen, denn es geht im Fall Lynas ja nicht um die Atomkraft in irgendeiner Form wie bei AKWs/Nuklearantrieben/Aufbereitungsanlagen/Endlagern usw. sondern um die Produktion von REO die wichtigste Rohstoffgruppen die für die sogenannte Grüne Industrie nicht nur Lebenswichtig ist sondern die Unabhängigkeit von Exporten aus China erst garantiert und so Arbeitsplätze/Wohlstand für die weitere Zukunft usw. hier in unserer westlichen Industrieländer sichert und das schließt Malaysia mit ein wie das IMHO auch die malaysische Regierung sehen wird.

      Although we welcome the new high-powered expert panel (most, if not all, are from the International Atomic Energy Agency) to review the safety of the Lynas project, there remain many troubling uncertainties. We and the public also share the concern of CAP president SM Mohd Idris, that members of this expert panel may not be truly independent or impartial, because all of them appear to be pro-nuclear power and energy.

      Potential minefield

      There are no independent health, NGO and environmental experts who should have been included to provide balance and input on the most pressing problems with the Lynas project, that is its potential health effects and toxicity to residents and the environment, and how to meaningfully contain the inevitable waste.

      Da frage ich mich schon was solche Einwände/Berichte und Artikel auf zuküntige geplante REO-Projekte in den USA, Kanada, Australien usw. haben wird, die einen wesentliche höheren Anteil von Thorium sowie weitere sogenannte gefährliche, giftige und schädliche Stoffe in ihrem Deposit haben, wie das hier im Artikel zu der LAMP von Lynas unterstellt wird??

      Molycorp, Inc. (NYSE: MCP) is about to see even more shares come to the market. The company has filed with the SEC to sell up to an additional 11,500,000 shares. The offering would amount to nearly $700 million more for the market to absorb in stock. The proceeds from this sale are not going to help the company ramp up its key production site for rare earth elements. This is not going to fund more acquisitions. This is not even going to pay off debt. All of these shares are being sold by shareholders.

      As many of us who follow Moly know that Moly is currently negotiating a low interest loan from the Department of Energy in the US $280m USD... The premise, the way I understand it, is that Moly considers rare earths to be strategic "national interest" issue... The idea is that the US (god forbid) can't get behind in this "race"...

      I don't pretend to be Adam Smith, but doesn't this new issue strike as Capitalism at it's best? I am all for free market capitalism but when a company levers a false premise while waving the flag and humming "America the Beautiful", I have to take exception... This is a bunch of Bull ( can I say that )?... Oh yes,
      almost forgot, JMHO...
