Tight ethanol supply could lead to higher prices
Federal officials say tight ethanol supplies could boost gasoline prices even higher this summer. While ethanol backers say there shouldn't be a problem with supply -- any issues with cost could put Minnesota in a tough spot.
Minnesota is a leading ethanol producer, and state law requires that all gasoline sold here contain at least 10 percent ethanol. So, unlike drivers in other states, Minnesota motorists can't quit using ethanol if the price skyrockets.
"You have to pay what the market will bear, because we're obligated to use it," said John Hofland, a spokesman for Flint Hills Resources, the state's largest refiner.
Refiners in some regions have started paying premium prices for ethanol, and that's "pulling supply out of the Midwest, and into areas like Texas," Hofland added. "For Minnesota, since we're mandated to use it, it means we'll have to pay to keep it here."
Ethanol prices on the spot market now top $2.60 a gallon. Last spring the price was under $1.20 a gallon.
On Tuesday, the U.S. Department of Energy released its summer fuels forecast, warning "ethanol supplies are expected to remain tight this summer," partly due to the phaseout of the gasoline additive MTBE. For years it was used to reduce air pollution, but it wound up polluting groundwater and the oil industry decided to switch to ethanol.
By the numbers, the oil industry used 155,000 barrels of MTBE each day, but only 25,000 barrels a day of replacement ethanol is coming online in the first half of the year.
"As a result, gasoline suppliers today are repositioning ethanol ... (from) areas like the Midwest to the East Coast and Texas," the report said.
Some Minnesota observers say it's hard to believe ethanol supplies are a problem.
"The ethanol industry is expanding like never before, and it's hard to understand how all of a sudden, ethanol becomes the problem," said Ralph Groschen renewable fuels specialist for the Minnesota Department of Agriculture. "It seems like ethanol is one of the solutions."
The United States produced 3.9 billion gallons of fuel ethanol in 2005, up 83 percent since 2002. Another 33 ethanol plants were under construction earlier this year, with the capacity to add 1.8 billion additional gallons, the Renewable Fuels Association reports.
Vern Eidman, a biofuels specialist at the University of Minnesota, said he's watching the ethanol futures markets to try to predict the supply picture.
"The markets aren't panicking," he noted. "There may be some disruption, but overall, we should be able to make it."
