Developments in Iraq`s oil fields, world oil markets
LONDON, Apr 04, 2003 (AP WorldStream via COMTEX) -- Latest developments regarding Iraq`s oil, world oil markets:
THE OIL FIELDS: Firefighters prepared Friday to attack two remaining well fires in the southern Iraqi oil field of Rumeila South. Teams from Boots & Coots International Well Control and the Kuwait Oil Co. failed to put out the blazes earlier this week because their mobile water tanks were too small. They dug large, man-made lagoons and filled them with water on Thursday.
U.S. and British forces have secured 600 out of 1,000 wells in oil fields in southern Iraq, said the U.S. military central command in Doha, Qatar. No oil is being exported from southern Iraq.
Baghdad still controls wells in the North, and U.N. officials say crude from oil fields in northern Iraq continues to flow through a pipeline to the port of Ceyhan, Turkey. However, potential buyers of the crude can`t get legal title to the oil. Storage tanks in Ceyhan will soon be full, forcing Iraq to stop pumping, analysts said Thursday.
THE MARKET: Crude oil futures fell Thursday as U.S. forces reported capturing much of Baghdad`s international airport, a sign that the war might be entering its final phase. On London`s International Petroleum Exchange, North Sea Brent futures for May delivery fell 33 cents a barrel to US$25.17 in morning trading. May Brent futures rose 29 cents on Thursday to close at US$25.50 a barrel
The May contract for U.S. light, sweet crude was 34 cents lower at US$28.63 in electronic, pre-session trading on the New York Mercantile Exchange. May contracts for U.S. crude ended up 41 cents on Thursday at US$28.97 a barrel.

Tolles Foto! Wo? Wann? Woher?

gelinde gesagt , hier kritisch posten.

Ohne pump & dump , fairer momentaner Kurs 5 $ !!!

SEC seizes records, freezes oil firm
Driller, touted as well-fire fighter, investigated in stock scam
By MICHAEL DAVIS
Copyright 2003 Houston Chronicle
A federal judge on Thursday froze the assets of executives of a Houston oil company and ordered them to halt actions the SEC said were used to manipulate its stock price.
The U.S. Securities and Exchange Commission accused Rocky Mountain Energy Corp. and its former chief executive, John Ehrman, and general counsel, Roderick Johnson, of conducting an ongoing "pump-and-dump scheme," in the complaint filed Thursday.
All of Rocky Mountain`s books and computers as well as their Houston offices were secured by a receiver appointed by the court Thursday, said Spencer Barasch, associate administrator for the SEC`s Texas office.
"Pump and dump" refers to company insiders who pump up a stock using false statements, driving up the share price and then dumping the stock at a profit before it becomes clear those facts are not true.
Erhman, the SEC alleges, pumped up the stock price by issuing numerous press releases about deals by the tiny Houston company to buy valuable oil and gas properties. These announcements were blatantly false and misleading, often because financing for the deals never materialized, the SEC said.
The company recently issued a press release saying it was one of five companies with the ability to fight oil well fires in Iraq and that it was in negotiations to send personnel there to do so.
Ehrman said Thursday the releases were not false and that the company had supplied documentation to the SEC to back up the validity of the releases.
The SEC described Ehrman as a "securities recidivist," because he has been previously sued by the SEC for securities fraud at Houston company TransWestern Oil and Gas.
The company`s shares closed Thursday at 15 cents per share, down .007 of a cent. The shares peaked at 91 cents on Aug. 5, 2002, the first day the company traded under the Rocky Mountain name. Unlike many penny stocks, Rocky Mountain`s shares are actively traded. More than 5 million shares changed hands Thursday.
The SEC alleges Erhman, 48, and Johnson, 73, have used bogus share exchange transactions to amass 30 million Rocky Mountain shares that Ehrman controlled secretly in accounts held by Johnson. They then dumped some $800,000 of Rocky Mountain shares on the market, according to the complaint.
In a phone interview Thursday, Ehrman said he holds about 2 million shares of Rocky Mountain Energy and that he has some other shares held in a family trust account.
Earlier this week, Ehrman resigned from the company where he was president, chief executive and director. He was replaced by Michel Clerin, whom the company described as "an international executive with significant experience in the corporate sector."
Asked why he chose to step down at this time, Ehrman replied, "I realized that I am a controversial guy and, frankly, I don`t want that to come back on the company. For the good of the shareholders and shareholder value, I resigned."
Ehrman said the company has proved, but undeveloped, oil and gas reserves in Wyoming, New Mexico and Colorado.
The company originated as Cavallo Energy Corp. in Texas. It was then merged with a Nevada "shell" publicly held company named Emission Control Devices and renamed Rocky Mountain Energy. Shell companies typically have no assets but can legally sell common shares to the investing public.
In 1991, Ehrman was ordered not to violate securities laws by a federal judge in connection with an earlier oil and gas scheme, according to the complaint. He was also barred from association with any broker, dealer, investment company or municipal securities dealer.
Told of the actions against him that the SEC was seeking from the court, including a demand that he and Johnson pay back any illegal profits obtained from their scheme, Ehrman said, "That`s normal."

SEC seizes records, freezes oil firm
Driller, touted as well-fire fighter, investigated in stock scam
By MICHAEL DAVIS

Shalamcheh, Khuzestan Prov, April 3, IRNA -- Thick columns of smoke were seen billowing from Basra and engulfing most of southern Iraq. According to reports arriving from the border city of Shalamcheh on Thursday morning, nine oil wells in Basra have been set ablaze by heavy coalition bombardments of the city in the past few days. The feports further said that the fires from the oil wells are being fanned by exploding bombs dropped by coalition warplanes. Basra has been under siege by British ground forces for the past fortnight in a major push to occupy the city. Buyers Can`t Get at Iraqi Oil Exports
By Bruce Stanley
The Associated Press
ONDON -- Despite U.S. air attacks around prized oil fields in northern Iraq, crude oil from the area still flows by pipeline into Turkey.
The oil could pay for millions of dollars in emergency food and medicine for Iraq, but industry sources and U.N. officials say it`s sitting in storage because potential buyers can`t contact the Iraqi-run company that owns it.
After two weeks of fighting, American and British forces say they have secured key oil facilities in southern Iraq, including 600 of the 1,000 southern oil wells and a crucial export terminal in the Persian Gulf.
However, Iraq still controls more than 600 wells in the north, and U.N. officials say the Iraqis are pumping crude to Ceyhan, Turkey, from fields near Kirkuk.
The Kirkuk-to-Ceyhan pipeline is Iraq`s only remaining oil export outlet. The other, the Gulf port of Mina el-Bakr, is under allied control.
U.S. warplanes have intensified their bombardment of Iraqi positions near Kirkuk, a strategic city held by the Iraqis but coveted by independence-minded Kurds. Kurdish forces advanced closer to Kirkuk on Thursday.

Even so, the Iraqis managed to pump 116,000 barrels through the Kirkuk pipeline on Wednesday and into storage tanks in Ceyhan, according to officials with the U.N. oil-for-food program, which lets Iraq export crude and use the money to buy humanitarian goods.
"I am surprised, to be honest," said Leo Drollas, chief economist of the Center for Global Energy Studies in London.
The Kirkuk field is the biggest in northern Iraq, containing an estimated 7 billion barrels of recoverable crude.
That puts it in the same league as Prudhoe Bay, Alaska, during its heyday in the 1970s, Drollas said.
Before the war, its production ranged from 500,000 to 900,000 barrels a day.
Drollas suggested that production at Kirkuk might actually have stopped and that the oil emerging at Ceyhan could be residual crude pushed out of the pipeline by the system`s pumps and compressors.
However, U.N. oil-for-food officials maintained that the Iraqis were still pumping fresh crude into the pipeline.
"I don`t know who`s still working those fields. It doesn`t sound like the healthiest of work environments. There`s fighting going on right over Kirkuk," said Jan Stuart, head of research for global energy futures at ABN Amro in New York.
The Iraqis will probably have to stop pumping within a few days.
No tankers have loaded Iraqi oil at Ceyhan since March 20.
As a result, the storage tanks, which already contain 8.6 million barrels of Iraqi crude, have room for just 400,000 more, U.N. officials said.
Some insurers and banks are still willing in principle to finance shipments of U.N.-approved crude from Ceyhan.
"There`s no reason why they wouldn`t, so long as it`s certified as not falling under sanctions," said Neil Smith of the Lloyd`s Market Association, a trade association of underwriters.
The problem is that would-be buyers of Iraq`s oil can`t complete the paperwork to take possession of the crude because they can`t contact officials of the country`s State Oil Marketing Organization in Baghdad.
The war has disrupted Iraqi communications, and calls to SOMO`s headquarters in Baghdad have failed or gone unanswered for several days.

Developments in Iraq`s Oil Fields
Friday April 4, 2003 10:20 PM
THE OIL FIELDS: Firefighters continued Friday to fill man-made lagoons to douse the two remaining oil well fires in the Iraqi oil field of Rumeila South.
A team from Boots & Coots International Well Control needed two more days to gather enough water to resume fighting one fire, said Brian Krause, the U.S. firm`s president. Firefighters from the Kuwait Oil Co. also were filling a lagoon.
Both teams tried earlier to douse the last burning oil wells in Rumeila South, but their mobile water tanks proved too small. ``I`m hoping we can have this whole thing done within a week,`` Krause said Friday.
U.S. and British forces have secured 600 out of 1,000 wells in oil fields in southern Iraq, said the U.S. central command headquarters in Qatar.
Storage tanks in Ceyhan will soon be full, forcing Iraq to stop pumping.

According to information provided by mine clearance organizations such as Mines Advisory Group and Norwegian People`s Aid, as well as media accounts, Iraqi forces began planting mines before the outbreak of conflict and have continued laying them in a number of areas.
Displaced persons in the Kirkuk area have told MAG that massive minefields have been laid by Iraqi forces along main routes and around now-abandoned positions. There have been press reports in recent days of Kurdish fighters clearing many hundreds of recently laid mines. Since mid-March, Iraqi mine laying also has been reported in the south near the Kuwait border, around Basra, around oil wells and elsewhere.

USWAR/Basra in flames
Shalamcheh, Khuzestan Prov, April 3, IRNA -- Earlier reports today indicated that a total of nine Iraqi oil wells had been set ablaze by troops commanded by Saddam Hussein. That total can now be confirmed to be 47 in and around the Basra area and 194 more in the northern oil fields. In an apparent attempt to shield these areas and the elite Republican Guards near them from relenteless U.S. bombings, Iraqi soldiers have acted on commands believed to be from their President to set as many oil wells on fire as possible. Elik al-Khaba, a general from the "regular" Iraqi army, was interviewed by an Al Jazeera television reporter who was on his way out of the country after having been expelled by the Iraqi regime for reasons unknown. "We will continue to set wells on fire all day long," claimed al-Khaba, "until there is so much smoke in the air that the infidel invaders choke and are blinded." These are the first reports of the environmental disaster that coalition forces had - until this evening - been so hopeful of avoiding.

Crude oil rises on news of Iraq controls of wells
By Bloomberg News, 4/4/2003
EW YORK - Crude oil rose for the first time in three sessions after the US military`s top engineer in the Persian Gulf said Iraqi forces still hold about 40 percent of the Rumaila oil field, the country`s largest.
``Out of the 1,000 oil wells in the south, we control everything which is basically below Basra. That`s 600 wells,`` Colonel Michael Morrow said in an interview. General Richard Myers, chairman of the Joint Chiefs of Staff, said March 21 that the Rumaila area in the south was under allied control. The United States is in the 15th day of a war to oust the regime of Saddam Hussein.
``This is the first I`ve heard about the Iraqis continuing to control southern fields,`` said Mordechai Abir, director of energy and geopolitical research at Burnham Securities Inc. in New York. ``The US and UK haven`t said anything about this and left the impression that the southern fields were in their hands.``
Crude oil for May delivery rose 41 cents, or 1.4 percent, to $28.97 a barrel on the New York Mercantile Exchange.
In London, the May Brent crude-oil futures contract rose 29 cents, or 1.2 percent, to $25.50 a barrel on the International Petroleum Exchange.
A 28 percent decline in New York oil prices from a 12-year high of $39.99 a barrel on Feb. 27 came partly on reports of little damage to the oil fields. Prices also fell on expectations of the return of Iraqi exports to the world market soon after the end of the war.
Iraq in February pumped about 3 percent of the world`s oil supply.
The country holds the world`s second-largest reserve of crude oil, after Saudi Arabia.
Allied forces are closing in on Baghdad, the capital. Troops from the US 3rd Infantry Division were positioned to fight for control of the airport, about 12 miles southwest of the center of the city, Marine Captain Frank Thorp said.
There may be ``a very difficult fight ahead,`` Major General Stanley McChrystal, vice director of operations for the US Joint Chiefs of Staff, said yesterday.
Shiite leader Ayatollah Ali Sistani has called on his followers to stand aside as US and UK soldiers fight in Iraq, in what American officials called a ``turning point`` in the campaign.
About 60 percent of Iraq`s 24 million people are Shiite. Hussein is a Sunni Muslim.

About 60 percent of Iraq`s 24 million people are Shiite. Hussein is a Sunni Muslim.

War profits slow to materialize
Marilyn Geewax - Cox Washington Bureau
Sunday, April 6, 2003
Washington --- Many U.S. companies have been hurt by the war in Iraq. But so far, the only ones that seem sure to benefit are a handful of construction and oil service companies with well-established relationships with the Pentagon and Bush administration.
Kellogg Brown & Root, the engineering and construction subsidiary of Houston-based Halliburton Co., announced last month it had been awarded a $489.3 million contract to assess and extinguish Iraqi oil well fires.
That announcement prompted Rep. Henry Waxman (D-Calif.) to send a letter to the U.S. Army Corps of Engineers asking why the administration had not let other companies bid on the contract.

ITS ALL ABOUT KIRKUK AND MOSUL... THAT`S ALL YOU NEED TO KNOW...
However, in the short and long run Baghdad may not be the city of greatest
unpredictability in any US campaign. One of the potentially hottest spots could be the northern oil-rich and historically controversial city of Kirkuk.
http://www.atimes.com/atimes/Middle_East/EB01Ak03.html
Flashback
Iraq holds huge proven reserves of 112 billion barrels of crude oil, the largest in the world outside Saudi Arabia. Iraqi oil, especially that of the northern Mosul oil fields (the Kurdish region), is also of high quality and is very inexpensive to produce, making it one of the world’s most profitable oil resources.
http://www.parapundit.com/archives/000838.html
Kirkuk, a city of 550,000, is crucial. It is likely to be the site of one of the messiest and bloodiest battles. With its huge oilfields, critical strategic position just 120 miles north of Baghdad and its full-size runway it is a key target for the Americans. Hold Kirkuk and you hold the northern third of Iraq.
The Iraqis are well aware of this. Though the disconsolate soldiers on the ridges above Chamchamal are from the 8th infantry regiment, a conscript unit, Saddam has been reinforcing Kirkuk with units of the elite Republican Guard.
http://www.observer.co.uk/iraq/story/0,12239,910704,00.html
``We can confirm reports that (Saddam) has taken measures to booby trap oil wells by wiring the wells so that one person can blow them up,`` said Defense Department spokeswoman Megan Fox.
``If the worst happens and he does detonate something that causes the oil wells to catch fire, we`ll do everything we can. Those assets belong to the Iraqi people, and as much as possible we`d like to keep them intact,`` she said.
http://www.planetsave.com/ViewStory.asp?ID=3813
While the oil fields in the south of Iraq have been set ablaze, the fate of the oil fields in the north of Iraq remains in question. If US or UK forces were deployed through the north of Iraq, they too will most certainly be destroyed. Documents left in Kuwait from the 1991 Gulf War show Saddam`s motivation for the destruction of oil fields when attacked by external forces.
[utl]http://cns.miis.edu/pubs/week/030321.htm[/url]
The officials said intelligence suggests that the movement of explosives is a recent occurrence, leaving another U.S. official to remark, "We certainly have very serious concerns about [Iraqi President] Saddam Husayn setting fire to the oil fields," Reuters reported. "A variety of sources lead the [U.S. Defense] Department to believe that the regime has both the capability and the intent to damage or destroy Iraq`s oil fields."
http://www.analisidifesa.it/articolo.shtm/id/2668/ver/EN
"Saddam`s point of view is, you fight with everything you`ve got," one official said. "He might use it right away, but he`ll certainly use it when he thinks he`s about to fall."
http://www.washingtonpost.com/ac2/wp-dyn?pagename=article&no…
Given Iraq`s past motives for destroying Kuwait`s oil fields, it seems likely that Saddam will give the order to destroy the oil fields around Kirkuk and Mosul in the event of a US attack.
http://cns.miis.edu/pubs/week/030321.htm
Saddam Hussein`s oil dumping track record gives environmentalists little reason to believe he won`t trash the region`s oil resources again.

I don`t understand why so many people are panicking, there`s too much good news if you can read between the lines. 1.Several new accounts (BESIDES IRAC) 2.Paid off checkpoint without funds from current irac situation 3.Expect to be profitable this year 4.Expect continued growth in their wellsure program 5.Still working with HAL and KBR.I was disappointed too that they didn`t give more details about their contract, but obviously it`s because they can`t.Just be patient and we`ll all be rewarded.

- WEL has revamped their business plan to be dependant upon prevention rather than event income.
- WEL intends to eliminate their debt very soon, returning real value to stockholders.
- WEL has had an increase in `event` business even WITHOUT the Iraq war!
- WEL is booming with `Safeguard` orders and sending equipment via ship to customers as we speak but the profit won`t be realized until Q2. Funny no one here seems to know anything about this.
- WEL is dealing with debt issues in friendly talks OUTSIDE of the courtroom.
- WEL will likely pay Check point another 250 grand to keep the Venezuela branch of their business. Nothing compared to what they are making during the strike when oil wells are under a huge amount of pressure from below.
- WEL is doing what they need to do for shareholders by not sharing information that is presently very sensitive for political and propaganda reasons.
- Anyone buying WEL today is paying the best price they will ever pay in the future.
What I learned from reading some other docs going back a year is that, although prevention and event services make the bulk of their income (98%), restoration will likely be a BOOM this year. Moving into the area of security may be a new frontier that will also be a boon for the company.
Recommend if you agree.

Tens of billions of dollars worth of contracts are about to be handed out to rebuild Iraq, all lucrative deals for the companies involved. But who gets that business is proving controversial.
The US administration has declared that in the interests of national security only American firms will be invited to bid. Of the companies selected so far, several have strong connections to the White House.
Sarah Smith has been to Texas to meet some of the firms who feel they`re being unfairly squeezed out of the bidding process.
The oil fields of the Texas panhandle are a long way from those of Southern Iraq. But it`s here, surrounded by Texan oil, you can learn so much about how the Bush admin does business. And about what a post-war Iraq might look like, a lot like Texas it seems.
A contract to tackle the oil well fires in Iraq was just the first of many contracts, worth billions, to be handed out by the US govt. This is dangerous and highly specialised work, highly lucrative as well.
But without any competition the whole contract was secretly handed to one politically connected firm before war had even been declared.
Back in Texas other specialist companies didn`t get the chance to even enter a bid. The company formerly run by Vice President Dick Cheney picked up the work instead.
As chief Executive he helped Halliburton secure many valuable govt contracts. He resigned to run for office, but still receives up to a million dollars a year from their pay roll.
Kellogg Brown and Root is wholly owned by Halliburton and the lucky recipient of the multi million dollar contract to fight oil fires. They didn`t want to talk to us about how they won the contract.
KBR could never manage all the work on their own, they were always going to have to subcontract out much of it. The US govt say it`s through subcontracting that up to 50% of reconstruction work could end up going to foreign firms.
But the way contracts been handled in this case won`t give heart any company hoping to compete.
Most of the subcontracting work was handed straight to Boot and Coots. A small firm teetering on the edge bankruptcy, in which Halliburton owns a substantial stake.
Boots and Coots didn`t return our calls to refute competitors accusations that they are overcharging for the work they`re doing in Iraq.
Whatever they are charging for their fire fighting services, the secretive process of awarding these contracts was always going to be highly questionable
But it`s not just the vice president`s connections to Halliburton that draws political fire. The fact that US govt contracts will be handed out only to US firms to is also prompts accusations of corporate profiteering.
So while British ministers try to insist on a level playing field, more and more friends of the administration are already lining up for lucrative work.

Details Given on Contract Halliburton Was Awarded

ASHINGTON, April 10 — The Pentagon contract given without competition to a Halliburton subsidiary to fight oil well fires in Iraq is worth as much as $7 billion over two years, according to a letter from the Army Corps of Engineers that was released today.
The contract also allows Kellogg Brown & Root, the Halliburton subsidiary, to earn as much as 7 percent profit. That could amount to $490 million.
The corps released these new details in a letter to Representative Henry A. Waxman, Democrat of California and one of the two senior lawmakers who asked the General Accounting Office to investigate how the Bush administration is awarding contracts for the reconstruction of Iraq.

The reconstruction effort could cost up to $100 billion and become one of the most lucrative building programs in decades.
The contract to Kellogg Brown & Root was cited in the lawmakers` request to the G.A.O., the investigative arm of Congress. Mr. Waxman and Representative John D. Dingell, Democrat of Michigan, asked that special attention be paid to "allegations that Halliburton has received special treatment from the administration."
Vice President Dick Cheney was Halliburton`s chief executive from 1995 until 2000. When he left the company to run for vice president, Mr. Cheney received over $30 million in compensation, Mr. Waxman said.
Since the attacks of Sept. 11, Kellogg Brown & Root has won significant additional business from the federal government and the Pentagon. It has built cells for detainees at Guantánamo Bay in Cuba and is the exclusive logistics supplier for the Navy and the Army, providing services like cooking, construction, power generation and fuel transportation.
Since the war with Iraq began, Mr. Cheney has been repeatedly questioned about his ties to his old employer and the oil industry.
But the administration said that these contracts and all other contracts to rebuild Iraq were awarded without any comment from Mr. Cheney or anyone else in the White House.
"The White House has no role in selecting individual contractors," said Michael Anton, spokesman for the National Security Council.
Lt. Gen. Robert B. Flowers, the commander of the Corps of Engineers, wrote in his letter that Kellogg Brown & Root was chosen because it was the only contractor considered capable of developing what he called "complex, classified contingency plans" and then to carry them out "on extremely short notice."
"No other contractor could satisfy mission requirements in the time available," General Flowers wrote.
He also said that the Defense Department could not follow public procedures for awarding the contract, including a public notice, because the war plans and the need to fight oil fires in Iraq were then classified information. In the future, however, General Flowers promised "ample opportunity for competition" to restore Iraq`s oil infrastructure.
The most sought-after contract will be awarded by the United States Agency for International Development and will cover the initial work to rebuild Iraq`s roads, water and power systems, schools and hospitals. Bidding was restricted to five American companies for the same reasons that Kellogg Brown & Root won its contract without any competition: the need for speed and for security clearances.
But government contract experts say that those needs have been exaggerated and that they may be violations of international trade agreements as well as federal rules.
Mr. Waxman responded to the letter from General Flowers with several new questions.
While accepting that the administration may have had valid reasons for giving the two-year contract to Kellogg Brown & Root for emergency work during the war, Mr. Waxman wrote, "It is harder to understand, however, what the rationale would be for a sole-source contract that has a multiyear duration and a multibillion-dollar price tag."
He asked General Flowers in a letter today how the Army determined the cost of the work to be done by Kellogg Brown & Root and when the Army would replace the current contract with one up for competition.

Northern oil fields still under Iraqi control - CNN

Oil fields in northern Iraq are still under the control of Iraqi forces but are being watched closely by the U.S. for any evidence of tampering or sabotage, the Cable News Network reported Thursday, citing Pentagon officials.
The report said officials confirmed that Kurdish fighters, accompanied by a small number of U.S. special forces, are in control of the city of Kirkuk. There will be additional U.S. ground forces in the north within days, the report said.
MSNBC reported that only one of the Kirkuk oil wells is on fire, and it has been burning for a week.
CNN also reported that there is a unit of the Special Republican Guard still functioning in a defensive posture in the town of Tikrit, and U.S. officials said they make take that force on as soon as they can get additional troops into the region.
The CNN report said officials are worried that U.S. prisoners of war haven`t turned up in the last few days as coalition forces take control of Baghdad.
CNN said the U.S. had intelligence that the prisoners had been at the Rashid military prison in southeastern Baghdad before U.S. marines arrived there, and it was unclear when the prisoners had been moved.

Halliburton Subsidiary Awarded $7B Pact
LEIGH STROPE
Associated Press
WASHINGTON - A government contract awarded without competition to a Halliburton Co. subsidiary to fight oil well fires in Iraq is worth at least $7 billion over two years, the Army Corps of Engineers has disclosed to Congress.
The contract also allows Halliburton subsidiary KBR, an engineering and construction company, to earn another 7 percent in profit, valued at $490 million.
The corps released the details in response to an inquiry by Rep. Henry Waxman of California, the top Democrat on the House Government Reform Committee.
Waxman and Rep. John Dingell, D-Mich., have asked for an investigation into how the Bush administration is awarding contracts for the reconstruction of Iraq, which could cost as much as $100 billion. They also want the General Accounting Office, the investigative arm of Congress, to determine whether Vice President Dick Cheney`s former company may have received favorable treatment in their Pentagon contracts.
Lt. Gen. Robert B. Flowers, the Corps of Engineers commander, said in his letter to Waxman that KBR was asked to develop plans to restore Iraq`s oil infrastructure based on an existing contract with the company that was awarded in December 2001.
"To invite other contractors to compete to perform a highly classified requirement" that KBR already was involved in "would have been a wasteful duplication of effort" that would have delayed war planning, Flowers said, adding that the agreement was structured to control costs.
Waxman said the response raises new questions, including when KBR was asked to develop the plan or when the decision was made to implement it.
"It also is surprising to learn that (KBR) is apparently the only company capable of performing this work in possession of the requisite security clearances," Waxman said in a new letter asking for more answers.
Waxman acknowledged that the Bush administration may have had valid reasons for granting a contract without competition for emergency war work, but "it is harder to understand ... what the rationale would be for a sole-source contract that has a multiyear duration and a multibillion dollar price tag."
He asked Flowers to provide information about how the cost of the work was determined and when the Army would replace the contract with one awarded through competition.
Waxman has said federal procurement data shows the government has awarded KBR work worth more than $624 million from October 2000 through March 2002.
He said there had been previous problems with KBR, including overcharges, such as:
_A GAO finding in 1997 that the company billed the Army for questionable expenses for work in the Balkans, including charges of $85.98 per sheet of plywood that cost $14.06.
_A year 2000 follow-up report on the Balkans work that found inflated costs, including charges for cleaning some offices up to four times a day.
_$2 million in fines paid in February 2002 to resolve fraud claims involving work at Fort Ord, Calif. The Defense Department inspector general and a federal grand jury had investigated allegations by a former employee that KBR defrauded the government of millions of dollars by inflating prices for repairs and maintenance.
The Securities and Exchange Commission began in December a formal investigation into Halliburton`s accounting practices, focusing on an accounting change made in 1998 during Cheney`s tenure as CEO.

Firefighter sold stock as price rose
Boots & Coots International Well Control executive Danny Clayton sold much of his stake in the company this year as its stock rose 14-fold amid speculation over a windfall from contracts to put out oil fires in Iraq.
Clayton, who helped fight oil fires during the 1991 Persian Gulf War and is a senior vice president at Boots & Coots, sold at least 811,800 shares between Jan. 24 and March 21, according Securities and Exchange Commission filings. The stock rose as high as $2.55 on March 19 from 15 cents on Jan. 23.
Selling stock as shares rallied may signal that Clayton had little confidence in the company`s prospects, said David Coleman, editor of Vickers Weekly Insider Report, which tracks insider sales. Boots & Coots is in default on loans and is trying to reorganize to avoid bankruptcy.
Clayton and his firm could not be reached for comment.
Boots & Coots, which faces delisting by the American Stock Exchange, saw its market value climb to almost $150 million from less than $11 million on speculation the company would benefit if Iraqi leader Saddam Hussein set his oil fields ablaze when U.S.-led forces invaded the country. The shares climbed to a four-year high on March 19, the day the war started.
The next day, 127 million Boots & Coots shares changed hands, more than the combined number of Microsoft and Dell shares that traded.
Boots & Coots shares have tumbled 82 percent from a high reached on March 19. The stock rose 9 cents to 45 cents in American Stock Exchange trading Tuesday.
Only nine of 1,000 wells in southern Iraq and one of 800 in the north were torched, said Army Corps of Engineers Brig. Gen. Robert Crear.

Welcher Kursabsturz?
Vortagsschlu:0,45 Schlußkurs gestern: 0,45 After hours:0,45

DJ OPEC Pres -3: Iraq Oil Sector Will Be In Hands of Iraqis
Regarding Iraq, Abraham said that the final status of its oil sector would be an Iraqi decision and not for the U.S. to determine, despite currently being under U.S. control.
"Nobody should be confused by the work we do in the reconstruction (of Iraq) in the immediate emergency period," he said.
The U.S. administration has contracted Halliburton Co. (HAL) to renovate Iraqi oilfields until an interim Iraqi government is elected. Halliburton subcontracted Boots & Coots International Well Control Inc. (WEL) to do the job.
"The oil of Iraq belongs to the Iraqi people and they need to decide what is in their best interest...It may not lead to more privatization, it may not lead to more private contracts...that`s isn`t my job," he added.
Abraham is expected to hold similar talks with Saudi Arabian Oil Minister Ail Naimi in Riyadh later Wednesday.
On Thursday, Abraham is due in Madrid to meet Spanish officials including Prime Minister Jose Maria Aznar as well as E.U. Energy Minister Loyola De Palacio.

Boots & Coots Reports Operating Results for the First Quarter Ended March31, 2003
HOUSTON, May 2, 2003 /PRNewswire-FirstCall via COMTEX/ -- Boots & Coots International Well Control, Inc. (Amex: WEL), reported today that revenues for the first quarter ended March 31, 2003 were $10.9 million, an increase of $6.9 million compared with revenue of $4.0 million for the same period in 2002. Earnings before interest, taxes, depreciation and amortization (EBITDA) were $4.3 million in the current period compared to $0.3 million in the same period for the prior year. Net Income (loss) prior to preferred stock dividends, which are primarily paid in kind, for the current period was $3.3 million versus a net loss of $(1.8) million for the prior year period. Net income (loss) attributable to common stockholders was $2.6 million for the current period compared to a net loss attributable to common stockholders of $(2.7) million in the prior year period.
Response revenues for 2003 first quarter were significantly higher than the 2002 period due to the service activity and associated equipment sale in Iraq. Prevention service revenues were down slightly in the 2003 period as core resources in Venezuela were shifted toward higher response activity in the region.
Boots & Coots` CEO Jerry Winchester said, "Obviously, we are pleased with our earnings this quarter. The response related activity in Iraq and Venezuela led us to the best quarter in the history of the Company. We are proud of our proven response capabilities and the high job performance levels of our people. While we will continue to perform work in Iraq during the second quarter, our focus remains on the continued growth of our Prevention Segment."

heute gibts 0,xx cents!!!

Also warten wir einfach mal ab...
