NSOL Announced Today That it is Submitting For a Technology Grant Under Energy the U.S. Department of Energy`s Nuclear Research Initiative -- NERI
MERIDIAN, Idaho--(BUSINESS WIRE)--Feb. 20, 2002--Nuclear Solutions Inc. (OTCBB:NSOL - news) announced today that it has submitted a ``Notice of Intent to Apply`` for a technology grant under the U.S. Department of Energy`s (DOE) Nuclear Energy Research Initiative (NERI) solicitation.

Nuclear Solutions, Inc. intends to file a subsequent NERI grant application to study its patented and patent-pending Hypercon(TM) ADS process for the transmutation of nuclear waste in collaboration with Los Alamos National Laboratory and North Carolina State University, under the Advanced Nuclear Energy Systems Scope of Work element. The title of the application is, Study of Photonuclear-Based Accelerator-Driven Sub-Critical Reactor Systems by Monte Carlo Simulation.

``We are confident that our process can handle radioactive waste efficiently,`` said Dr. Paul M. Brown, President and CEO of Nuclear Solutions. ``But we still have much to demonstrate to the scientific community, to have this technology accepted as a practical method for generating power. We can achieve this by working with respected research institutions, like Los Alamos and NC State, to help us arrive at the right conclusions about our proposed approach. We anticipate this will be the beginning of a long-term development relationship between Nuclear Solutions, North Carolina State and Los Alamos National Labs. This study will allow us to evaluate system performance such as reaction efficiency, energy balance and other parameters,`` Dr. Brown concluded.

DOE`s Office of Nuclear Energy, Science and Technology began the NERI program in 1999. It is intended to facilitate long-term domestic use of nuclear energy by addressing technical and scientific obstacles to the future use of nuclear energy, including waste disposition, economics, and non-proliferation.

Awards for the FY2002 NERI program are expected to be announced by mid-July. Projects may have durations of one to three years and may be carried out by U.S. universities, industry, non-profit and research organizations. DOE has awarded 69 grants since the inception of the NERI program.

Typical grants under the NERI program range from $200,000 to $450,000 annually, although awards may be higher.

In its solicitation for NERI applications, DOE said, ``The National Energy Policy forms the core element in the planning for the Department`s nuclear energy research programs addressing, among other areas, the research and development of advanced reactor and fuel cycle concepts and the associated enabling sciences and technologies.``

Dr. Paul M. Brown added that Nuclear Solutions intends to apply for a Cooperative Research and Development Agreement, known as a CRADA, with DOE. He noted that the Bush administration`s National Energy Policy ``supports the expansion of nuclear technologies as a major component in the nation`s energy mix and to meet the nation`s future energy requirements.``

      DISCLAIMER:

This press release may be deemed to contain forward-looking statements that could affect the financial condition and results of operations of the company and its subsidiaries. Further information on potential factors that could affect financial conditions, results of operations, and expansion projects of the company are included in filings with the U.S. Securities and Exchange Commission.

      NOTES TO EDITORS:

      1. The application of photonuclear physics to nuclear waste is called Photodeactivation. Photodeactivation involves the irradiation of specific radioactive isotopes to force the emission of a neutron, thereby producing an isotope of reduced atomic mass. These resultant isotopes can be characteristically either not radioactive or radioactive with a short half-life.

The fundamental mechanism works on the laboratory scale, and preliminary research suggests that this technology will also work on the industrial scale. NSOL is taking the steps necessary for commercialization of the technology. As for most of the advanced nuclear technologies developed today, computer simulation is one of the most important and necessary steps. NSOL will use and improve a series of nuclear simulation codes (MCNP). The new set of simulation codes will allow the NSOL research and development team to design, test, improve, and develop experiments and commercial facilities through computer modeling.

NSOL plans to capitalize on its patent and patent-pending technology by forming strategic alliances and joint ventures with well-established leaders in the nuclear industry. Continued revenue streams are expected through licensing of the technology with both upfront fees and ongoing royalties.

      2. NSOL`s technology, the HYPERCON(TM) ADS process, is an X-ray based photodisintegration process. The technology could be developed into new applications for remediation of nuclear waste. The proposed process would operate at a sub-critical level, and be inherently safe. Any excess heat produced by the process could also be recovered to generate electricity.

      Hallo morchel,

As we informed you in November, Nuclear Solutions signed a Letter of Intent (LOI) with the Photodeactivation and Transmutation Institute of Europe, Ltd. (PTI). I believe it is appropriate to explain the details of our intentions and to provide some information about PTI itself.

Under the terms of the LOI, we both agreed that we would make our best efforts to reduce the terms of the LOI to a contract within 45 days. We have reached the 45 day mark and are still negotiating the terms of our contractual relationship. The delay is unfortunate, but all parties involved would rather have their interests accurately reflected. However, we do expect to have the final terms and a fully executed contract in the near future.

      LOI Details

The terms of the LOI are a bit complex, and we will post a model of the cash flow from the agreement to Nuclear Solutions’ website when appropriate. In short, the LOI is in two parts. The first part is a five-year developmental license in which PTI agrees to pay a license fee of $50 million for the right to use our patented and patents-pending photodeactivation technology in the countries of Lithuania, Russia, Ukraine, the Czech Republic, the Slovak Republic, Hungary, Romania, Armenia, as well as the other post-Soviet era nuclear power territories.

This does not mean that we will receive the money the day we execute the agreement. Rather, we have to deliver the completed Monte Carlo code, or MCNP modeling software, that will allow PTI to design a commercial waste processing or power production plant utilizing our photodeactivation technology. Our estimate for completion of the MCNP code is twelve to eighteen months. That time frame may be shortened by cooperative work with the Department of Energy’s Los Alamos National Laboratory (terms still to be finalized).

The second part of the LOI is a use license or royalty not to exceed 15 percent of the net profits realized from (a) material storage, handling, and processing, (b) accelerator-driven system fee, (c) electric/cogeneration fee, and (d) an annual renewal fee. Of course, we will not receive any revenue from these fees until an actual commercial plant is up and running. Our estimate for the completion of a plant is 24 to 36 months after completion of the Monte Carlo code, which means that commercial material processing is still at least four years away.

The Photodeactivation and Transmutation Institute of Europe

PTI was formed independent of NSOL specifically with the intent to commercialize our Technology to the Russian Federation and has its principal office in Paris, France. PTI consists of a consortium of private investors, scientists, and joint-venture partners for the promotion of the private commercialization of our technology.

Most former Soviet Union countries have adopted a stop-gap solution to the storage and disposal of spent nuclear fuel because of the lack of an alternative technology. With the world price for storing spent nuclear fuel between $700 and $1,000 per kilogram and rising, stop-gap measures are proving themselves to be expensive and environmentally questionable. It is estimated, for example, that the Ukrainian state-owned nuclear operator has sent spent nuclear fuel to Russia in the last three years in an amount estimated to exceed US$162 million without a clear indication of what the long term storage and disposal costs will actually be. Recently, Ukraine announced that it planned to build its own dry storage facility. With 14 nuclear reactors, however, Ukraine’s spent nuclear fuel storage demands cannot be met by storage in ferro-concrete casks alone. A new technology solution is needed.

Other groups, such as the Bellona Foundation in Norway, have focused on the problems associated with handling spent nuclear fuel and radioactive waste from Russia, which are estimated to be some of the largest in the world. A number of the proposals for securing nuclear fuel and radioactive wastes are cooperative ventures in which various countries contribute both economic resources and technical expertise. An example of this is the situation in Lithuania, one of the smallest countries to have a post-Soviet era reactor—the Ignalina Nuclear Power Plant. European Union members have required the decommissioning of one of Ignalina’s two reactors in 2005, with the second reactor to be decommissioned by 2010. Currently, the Lithuanian Energy Institute in Kaunas is implementing a 50-year dry storage solution for the country’s estimated 5,200 tons of nuclear waste at a cost of about 50 million Euros (most of the expense to be funded by the EU).

The specific mission of PTI and other groups in Europe is to increase public awareness of the issues behind spent nuclear fuel and radioactive waste and to help create technological solutions. PTI will offer a proactive approach to what many believe is one of the most compelling environmental issues of the 21st Century—nuclear waste.

At the present moment, this is the most appropriate information to release on this topic. However, when we finalize the agreement, further information will be made publicly available.

I did originally plan to make this an update on Nuclear Solutions’ progress. But the letter is already so long that I decided to follow up with another shortly to address specifics of the company’s current status and new developments.

      Sincerely,

      Paul M. Brown, Ph.D.

      Hi morchel,

MERIDIAN, Idaho--(BUSINESS WIRE)--March 14, 2002--Nuclear Solutions Inc. (OTCBB:NSOL) announced today that it has obtained the exclusive worldwide rights to a proprietary technology for the removal of radioactive isotopes from contaminated wastewater.

Water containing tritium and deuterium is currently stored in several locations worldwide due to the expense of available methods of treatment. Severe health problems for humans and animals are linked to these contaminants and pose a worldwide environmental threat.

The technology, referred to as "GHR," was obtained from the Institute for Industrial Mathematics, Inc (IIM), of Beer-Sheva, Israel. The acquisition of GHR is part of NSOL`s strategy to diversify its technology portfolio into complementary nuclear waste remediation areas that have a high potential for revenue generation in the short-term, and that are in line with the company`s goal of ridding the environment of nuclear waste. Water containing tritium and deuterium are produced in significant quantities as a by-product of nuclear reactor operations and weapons complex activities. While Tritium has a half-life of only 12.5 years, it poses a significant heath risk since tritiated water is processed by plants, animals and humans like ordinary water. Tritium can also become transformed into other chemicals or proteins needed by the body, as well as integrating itself into DNA. Tritium is also known to affect developing fetuses. Regulations for restricting the concentrations of tritium in drinking water are based primarily on cancer risk to adults.

"GHR is a ground breaking technology in the treatment of water containing certain radioactive isotopes. We feel very fortunate to be working with the incredible scientific team at IIM in Israel," said Dr. Paul M. Brown, President and CEO of Nuclear Solutions. "There are literally billions of gallons of radioactively contaminated water stored around the world waiting for a cost effective solution. While we can`t yet publicly disclose the details of the technology due to protection of the intellectual property, we believe that GHR will represent the most cost effectively method for removal of contaminant isotopes such as tritium and others from nuclear wastewater, and we intend to secure a place in the commercial water remediation market."

Dr. Brown also pointed out that the GHR technology is completely different and should not be confused with the company`s proprietary photodeactivation technology (Hypercon(TM) ADS). The GHR process is a highly efficient, chemically based filtration system that uses an advanced water-reactor to extract radioactive elements from nuclear wastewater. The extracted isotopes are then collected and processed for appropriate disposal. Under the terms of the agreement, IIM will perform the additional research required to prepare GHR technology for commercial application. Upon conclusion of the commercialization phase, which is expected to last 12 to 15 months, IIM and NSOL will aggressively pursue the filling of worldwide patents. IIM will own the intellectual property and NSOL will have the exclusive worldwide rights for a period of 20 years.

IIM is associated with Ben-Gurion University in Beer-Sheva, and employs a group of highly qualified applied mathematicians and scientists dedicated to solving practical problems. The 20 staff members of the Institute share about 400 years of experience in applied science, have published and taught extensively.

Nuclear Solutions` flagship, proprietary technology, the HYPERCON(TM) ADS process, is an X-ray based photodisintegration process, which in currently in development as a possible new application for the remediation of nuclear waste. The proposed process would operate at a sub-critical level, and be inherently safe. Any excess heat produced by the process could also be recovered to generate electricity.
