Nigeria Civil Unrest Could Spark Venezuela-Style Oil Woes

LONDON (Dow Jones)--As global oil markets keep a nervous eye on possible disruptions to Persian Gulf crude shipments amid a U.S. war in Iraq, ethnic unrest in oil-rich Nigeria could become as potentially damaging to supplies as the crisis in Venezuela.

Political and civil unrest in fellow Organization of Petroleum Exporting Countries member Venezuela earlier this year cost the global oil market 125 million barrels, helped to drain U.S. commercially held petroleum stocks to critically low levels and combined with Iraq war jitters to push oil prices to well over $30 a barrel.

Although Nigerian output woes aren`t critical yet, the situation could escalate and the timing of the crisis isn`t great, says New York-based energy analyst Jay Saunders at Deutsche Bank.

"Nigeria won`t be as bad as Venezuela, but the situation is volatile and it comes at a bad time," Saunders said.

The disruption of 156,000 b/d of Nigerian oil supplies due to clashes between rival tribes in the oil-rich Niger delta comes amid concerns that OPEC (News - Websites)might not be able to compensate for the loss of crude oil supplies from more than one member.

As it is, OPEC has already pledged to cover a loss of some 1.7 million barrels a day of Iraqi crude exports due to the war. Thursday, legal exports of Iraqi oil through the U.N. oil-for-food program effectively halted following the departure of the last scheduled oil tanker from the Ceyhan oil terminal in Turkey.

However, OPEC Secretary General Alvaro Silva said Thursday that the group isn`t currently worried about Nigeria.

"As Venezuela`s production is normalizing, it wouldn`t be a problem to fill in for a lack of production," he told reporters in Vienna Thursday.

But analysts say that it will be a while before Venezuelan output is back to its pre-strike level of around 3 million b/d as some of the oil fields and infrastructure were permanently damaged by the shut downs during the industrial action.

Nigeria Faces Unrest, Strikes, Elections

The clashes between rival tribes, that shut in oil produced by oil majors Royal Dutch Shell and ChevronTexaco, have left several people dead in one of the worst periods of violence in years. The skrimishes also follow in the wake of strikes over pay and conditions by the main oil workers unions in Nigeria.

And to top that all off, Nigeria`s shaky democratic process will be tested by a round of presidential and parliamentary elections in April - the second since independence in 1960. Revenues from oil exports are one of the major issues in election campaigns.

It`s not unusual for political upheavals in Nigeria to significantly impact output. A military coup in 1985 reduced the West African country`s production by 10% and labor union strikes in 1994 cut output by 20%, a recent Deutsche Bank report said.

Oil traders on London`s International Petroleum Exchange said the problems in Nigeria were "supportive" for the oil price Thursday and they were monitoring developments there.

But for the moment, traders were more focused on the escalation of U.S. airstrikes on Iraq, reports of fires near the southern Iraqi oil fields of Basrah and the Iraqi scud missile attacks aimed at Kuwait`s northern Iraqi oil fields.

Physical crude traders said oil in storage facilities would plug the immediate shortfall of any missing Nigeria barrels and if the unrest escalates or the oil remains shut-in for a longer period, then delays to loading vessels would start to be felt.

For now the shut-in will mainly affect cargoes of oil that are scheduled to move in the next few days, the traders said.

Nigeria, which currently produces around 2 million b/d, is dependent on revenues from oil exports. It is one of the main oil exporters to the U.S.

Problematischer sehe ich das ehern von der anderen Seite aus. Venezuela knickt, Nigeria hat immense Probleme, Irak Totalausfall und von Kuweit sollte man momentan auch nicht zuviel erwarten. Nicht dass die Armee deswegen nicht mehr genug Treibstoff hätte, aber in der restlichen Welt könnt`s bald ziemlich knapp werden. Zumal die Amerikaner mittlerweile notorisch Sand im Getriebe haben bei Ihrer Verschwendungssucht und kaufen müssen was das Zeug hält

In den betroffenen Gebieten wird daher eine geschätzte, konstante Schadstoffkonzentration von 1000 µg/m3 am Boden ab 01.00 Uhr MEZ am 21.03.03 (dies entspricht 03.00 Uhr Ortszeit Bagdad) angenommen.

Bislang gehen die USA im Irak bei den Ölgeschäften leer aus. „Die US-Regierung wird versuchen, einen Krieg zu führen, der nichts kostet, indem sie das irakische Öl plündert und den US-Firmen dann Verträge zuschustert“, sagte Politik-Professor Ian Lustick von der Universität Pennsylvania kürzlich auf einer Podiumsdiskussion in Washington.

Der Irak hat mit 112 Milliarden Barrel die höchsten Ölreserven nach Saudi-Arabien. Die amerikanische Energiebehörde (EIA) schätzt, daß unter dem irakischen Wüstensand weitere 220 Milliarden Barrel schlummern. Für die Ölfirmen bedeutet der Irak eine riesige Goldgrube.

Bis zur Verstaatlichung der irakischen Ölindustrie 1972 waren vor allem amerikanische und britische Konzerne in dem Land am Zug. Nach dem irakisch-iranischen Krieg und Bagdads Überfall auf Kuwait war der Ofen für die amerikanischen und britischen Konzerne aus. US-Gesetze verbieten heimischen Firmen Investitionen im Irak.

An der großen Öl- und Gasmesse in Bagdad im September 1999 nahmen mehr als 50 Firmen teil. Nur Amerikaner und Briten waren nicht vertreten.

Die französische Total FinaElf hat eine Vereinbarung zur Entwicklung des Ölfeldes Majnoon rund 50 Kilometer nördlich von Basra in der Tasche, die größte russische Ölfirma Lukoil sicherte sich schon 1997 einen Vertrag zur Modernisierung des West-Kurna-Feldes im Umfang von 3,5 Milliarden Dollar. Chinas National Petroleum Corporation bekam den Zuschlag für das nördliche Rumailah-Feld. Auch die Spanier (Repsol, YPF), die Italiener (Eni) sowie indische und türkische Unternehmen sind nach Angaben des US-Energieministeriums bereits heftig engagiert.

Die Deutsche Bank schätzt, daß das Regime in Bagdad Verträge über die Produktion von 50 Milliarden Barrel vergeben hat, mit einem Investitionspotential von mehr als 20 Milliarden Dollar.

Die größten Ölkonzerne, die amerikanische ExxonMobil, die anglo-niederländische Royal Dutch Shell, die britische BP und der US-Konzern Chevron-Texaco sind praktisch nicht dabei.

Das könnte sich nach einem Krieg schnell ändern. Nach Informationen des „Wall Street Journal“ steht US-Vizepräsident Cheney, früher Chef einer großen Ölfirma in Texas, mit seinen ehemaligen Kollegen schon in engem Kontakt. Der Chef der irakischen Opposition „Irakischer Nationalkongreß (INC)“, Ahmed Chalabi, hat angekündigt, daß eine neue Regierung in Bagdad sich an die unter Saddam ausgehandelten Verträge nicht gebunden fühlen wird. Als Dank für die Hilfe bei der Befreiung von Saddam käme den Amerikanern eine besondere Bedeutung zu.«

US cancels reporters` visit to Rumail-ah oilfield

the Rumail-ah oilfield in Iraq, the Dubai-based Al-Arabiya TV quoted a
US military spokesman as saying on Monday.
According to the spokesman, instability and insecurity in the
region are the main reasons for the cancellation.

Oil Above $30 on Fear of Shortages

NEW YORK (Reuters) - Oil prices surged back above $30 a barrel on Thursday as signs of a protracted war in Iraq fueled fears of shortages, with Nigerian exports crippled by political unrest.
Prices have risen 12 percent this week as a fall in U.S. gasoline stocks -- at a time when refiners are normally scrambling to build inventory -- fueled fears of tight supplies for summer vacation driving demand.

U.S. crude futures added $1.82 to hit $30.45 a barrel in New York, rebounding from a 25 percent drop last week when traders bet heavily on a quick U.S. victory with little disruption to oil flows.

"Current oil prices are not fully reflecting the tightness in inventories and the gasoline problem, let alone the current geopolitical context," said Paul Horsnell of U.S. investment bank J.P. Morgan.

"Inventories need to start climbing very sharply to give any chance of avoiding a huge spike in gasoline prices," he said.

Brent crude oil climbed $1.56 to $26.85 per barrel in London.

The U.S. army officer in charge of rehabilitating Iraq`s southern oilfields on Thursday warned it would take several months to get the fields pumping again because of suspected booby traps, blazing wellheads and neglect.

Military analysts expect the U.S. campaign to occupy Iraq, which ranked as the world`s seventh-largest exporter before the war, to take up to another month.

President Bush and British Prime Minister Tony Blair appealed to the United Nations to resume the oil-for-food program immediately to address humanitarian needs.

NIGERIA

Bloody clashes between warring tribal factions in Nigeria`s oil-rich Niger Delta have shut down 40 percent of oil output from Africa`s biggest producer.

Ethnic leaders have agreed to a cease-fire which should allow foreign multinationals, including Royal Dutch/Shell (Amsterdam:RD.AS - News; London:SHEL.L - News) and ChevronTexaco (NYSE:CVX - News), to return, but companies said it was still unsafe to do so.

Nigerian crudes produce a high yield of gasoline when refined, ideal for U.S. refiners who should be cranking up gasoline output ahead of the peak demand season in summer.

The U.S. government released data on Wednesday showing gasoline stocks declined 1 percent last week at a time they should be rising. Unleaded gasoline futures in New York gained 5 percent to 97.20 cents per gallon.

The OPEC exporting cartel has said it will fill any supply disruption due to Iraq or Nigeria, although the recent price slump has dissuaded it from releasing any extra supply.

"There is more oil in the market than it can absorb. This is obvious from the fact that prices have dropped," OPEC (News - Websites)President Abdullah al-Attiyah told reporters on Thursday.

Iraqi oil exports ground to a halt as the U.S. launched its offensive.

But supplies from other Middle East producers, accounting for 40 percent of world exports, have increased recently and shipping from the Gulf has proceeded normally. Kuwait initially shut a few oil wells near the Iraqi border but was restoring some production on Wednesday.

Saudi Arabia, Kuwait, Iran, Qatar and the United Arab Emirates ship about 15 million barrels per day through the Gulf.

Fears that Iraq might destroy oilfields in a replay of the massive damage inflicted by retreating Iraqi troops in the 1991 Gulf War have not materialized.
