Datum: 23.08. 23:03 Cisco deutet Geschäftsstabilisierung an

I’m The Most Bullish I’ve Been Since mid-1996
So Now I’m A Perma-Bull???
by Don R. Hays
Oh how fickle we all are. I’m not just talking about all those talking heads that we
often get so frustrated with. I’m talking about me. . . . and, I suspect you.
Yesterday was a great example of this, as the emotions were really feeling good
at noon, but then when the big plunge came late in the day, my backbone was
feeling a little queasy. That is exactly why I never, or at least almost never can
make a good analysis of the market until the wee early hours of the day after.
Those people who are too quick to spontaneously speak out, too quick to
criticize, too quick to crow, are the least dependable in their ability to predict the
future.
So now, let’s look at this market and see if we get any clues. This feels almost
like March of 2000, when I was trying to sell our readers of that time on the
deception that the NASDAQ was painting for all those “spontaneous-analyzing”
Strategists of that time. And when I say Strategists, at points such as early
March of last year when the NASDAQ was soaring up to 5100, or days like
yesterday as it was plummeting down by 3% to yesterday’s close of 1831, most
of those “spontaneous-talking” bulls of last year, and the bears of today are very
vocal in their self-appropriated anointment as expert strategists. But I wonder,
can they see anything else but the easy view?
Let’s briefly review that topping period of March 2000, and see why I believe this
period is setting up somewhat of a mirror image of that time. If you remember,
the Dow Jones Industrial Average had moved up to a new all-time record high in
the first week of December 1999. Our work had turned very negative, and we
believed that a new peak would be forged as the year-end strength was being
worked through. The Smart Money Index had started to fall in the month before,
and it looked very much as if a major peak was in the offing. Sure enough, in the
first few days of the new year, the Dow did indeed peak out. This is not too
dissimilar to what occurred on March 22, 2001, but in a reverse fashion, when
the Dow made a closing low on that day of 9389. But to get back to the topping
fashion, after a few weeks of celebrating our brilliance at calling that early 2000
peak, the NASDAQ 100, made up of those “new era” darlings, blasted up from
3446 on January 28, 2000 to a high of 4781 on March 24, 2000—a gain of 39%
in less than two months. This was indeed a money machine, and my hate mail
was really blasting my idiotic bearish stance.
But during that time, it was so obvious that fewer and fewer stocks were
participating as the herd was running out of places to borrow more money. In
fact, on March 7, 2000, on the NYSE there were only 112 stocks on the NYSE
making new highs, and 303 stocks making new 52-week lows. When you looked.August 22, 2001 www.haysmarketfocus.com Page 2
even on the NASDAQ, not at the new highs that were camouflaging the
undercurrent, but on the new low list, you could see that was gradually moving
up during this entire period.
I often say that the new high/new low list is one of the best ways to tell what is
really happening in the undercurrents of the market, and in that instance they
were indeed very effectively measuring the coming change in the tide on the
surface, that was already happening under the surface.
So in that same vein, let’s take a look under the surface now. To begin with, let’s
go back to December 20, 2000—a time that is not too dissimilar to some of those
earlier times in the topping action of late 1999. As you remember, we had been
ultra bearish. In fact, the media and many of the skeptics of that time had
reclassified me into a perma-bear. That irked me almost as much as when they
called me a perma-bull in that 1982-1996 era.
Our asset allocation model started to turn bullish at that 12/20/00 juncture.
Obviously, with today’s hindsight, that bullish turn did not encompass all stocks,
just like the negative shift in the last few days of 1999 did not look very good by
March 10, 2000. But let’s look at the progression since that 12/20/00 time. Just
looking at the indices that are often deceptive is giving some important hints. For
instance, since 12/20/00 the following performance has been made in these
indices. They range from the Value-Line Arithmetic index (which is a closet value
index) being up by 12%, to the Russell 2000 index that is still up by 5%, and the
S&P Midcap 400 index up by 2%. The percentage of stocks that are trading
above their 200-day moving average on the NYSE has gone from 52% to the
current percentage of 62%. But that is only one side of the story, because the
Dow Industrials are down 2%, the Wilshire 5000 is down 7%, the S&P 500 is
down 9%, and the NASDAQ 100 has been stomped by being down 33%.
As you read these comparisons, don’t forget the mirror image that I am trying to
conjure of what was happening between the two extremes back in that late 1999-March
23, 2000 period at the top. The NASDAQ 100 was screaming through the
roof, while the Value-Line Arithmetic index was down substantially.
But in hindsight, that 12/20/00 period was mostly a period when only the financial
stocks began to shine. It is popular for the bears to discount the strong action of
the financial stocks, but don’t forget my friends, that they are a very vital part of
our economy, in fact probably the most important part. The real bottom, which I
believe relates very closely in the mirror image to the first few weeks of last year
when the Dow made its all-time high, occurred in my opinion in that period
between March 22 nd and April 3 rd of this year. Now, let’s look at what has
occurred in those same indices as noted above since that time. Every index is
up. Since April 3, 2001 the Value-Line Arithmetic and the S&P 400 index lead
the performance parade with their 13% gain since then. This is based on
yesterday’s close. The Russell 2000 index is up by 10%. Even the NASDAQ.August 22, 2001 www.haysmarketfocus.com Page 3
100 is still up by 8%, the Dow Industrials and the Wilshire 5000 indices are up by
6%, and the S&P 500 is dragging along the bottom but is still up by 4%.
But those are just indices, so let’s look at the undercurrents in this market as
measured by number of stocks making new 52-week lows, and new highs.

Based upon my backbone’s queasy action yesterday afternoon, I felt like every
stock was making new lows. But you can see that the improvement in today’s
market in relation to the conditions of March 22-April 3 rd of this year has been
very substantial. In fact, the action in the last month has shown improvement.
On July 11 th there were 80 stocks on the NYSE making new highs, and
yesterday there were 197. I know, the skeptics are giving that short shrift
because some of those are financial stocks that are interest rate related. So let’s
ignore the new highs. On the NYSE, in the last five weeks, while the indices
have been making lower lows, there are only half as many stocks following those
indices into that new low territory. And it is not just the NYSE. Even though not
nearly as dramatic, yesterday witnessed more stocks on the NASDAQ making
new highs, and only 136 (only 3% of all the stocks trading on that exchange)
made new 52-week lows. This is substantially less than the 569 that had dipped
into that distinction on April 3 rd , 2001.
I could go on, but let me share a story that Mark found on the Internet for me that
described that period in 1962 when the 10-day Arms index had given its second
bull-market signal by moving above 1.50. This story was in Forbes on January
14, 1999, 15 months before the new-era bubble blew up to its greatest expanse.
It was written by Marius Meland and described several periods in the past when
excesses in the market created temporary bubbles. Now remember, this excerpt
from that article is describing the period leading up to the bull market signal given
by the Arms index that we noted in Monday’s market comment—after the bubble
burst. Let me quote. He was describing the period of 1959-1962. “With the
dawn of the space age, every electronics stock suddenly took off like a rocket on
Wall Street, reaching valuation levels not unlike Internet stocks today (1/14/99).
And just like a “dot com” can help an obscure offering surge into the stratosphere.August 22, 2001 www.haysmarketfocus.com Page 4
today, the key to a stocks success could often be found in its name in the 1960’s
as well.”
“I call it the tronics boom because these soaring stocks usually had some form of
tron or tronics in their name.” Says Malkiel, citing such “trons” as Astron, Dutron,
Vulcatron, and Transitron and “onics” like Circuitronics, Supronics, and
Videotronics, as well as one company that, for good measure, put together the
winning combination Powertron Ultraonics.”
“Then, like now (1/14/99), the demand was huge but the IPOs were relatively
thin, so the stock prices would soar at the launch.”
“Investors argued that “tronics” stocks couldn’t be valued according to traditional
methods because they represented a whole new era of the economy that was
nothing like the past. Promoters entered the stage to talk the stocks up further.
As a result, stocks soared to multiples of 50, 100, or even 2000 times earnings.”
But in late 1962, “tronics” stocks and other growth issues came crashing down in
a massive sell-off.” Quote ended.
The pessimism that was reached when that bubble was burst, even with the
threats of a major new nuclear World War overhanging the environment, was
exactly the tonic that set the stage (for those able to buy in the midst of that
pessimistic period) for a powerful bull market in the next four years. The Dow
Industrials increased almost 100% from those 1962 levels.
So, with my psychology leg, and the monetary leg solidly on the ground, and the
Valuation of the S&P 500 now back to a fairly valued stance, I am more positive
about the next few years for the U.S. stock market than I have been since 1996.
As I noted yesterday, the Fed’s action yesterday had zero to do with my analysis.
Have you noticed lately, that it is not the immediate action that the market shows
on the day of the cut that is the real trend to come. Typically in recent months, if
the market is up on the days leading up to a Fed cut, it immediately goes down
after the cut is announced. If it is down, it then goes up. But that immediate
response is almost always reversed on the next day after the cool analysis is
done.
I cannot say whether or not there is more downside on the short-term. As I have
noted in the past, after the 10-day Arms signal occurs, it can be up to 20 days
before the eventual bottom is put in. But we have now had four days, the same
for the Dow Industrials as occurred after the March 16, 2001 signal, since the 10-day
Arms has reconfirmed that classic historically bullish signal. With the intense
pessimism, and the wholesale bailing out by the Market Strategists of the world
yesterday, I believe the odds are high that the low has already been reached..August 22, 2001 www.haysmarketfocus.com Page 5
Yes, I’m out on a limb again. But our portfolios are doing okay here, and I’m
amazed at how resilient they are acting in the midst of the “headline” stocks
getting hit.
See you Friday morning.
