      China drosselt die Produktion und verschärft den wirtschaftspolitischen Konflikt mit dem Westen .


      PEKING. China will die begehrten Rohstoffe der Seltenen Erden knapper und teurer machen. Der weltgrößte Produzent kündigte am Donnerstag einen Förderstopp für einen Monat an.

      Was wäre wohl los, wenn die Opec-Staaten morgen bekannt gäben, dass sie die Ölförderung für einen Monat aussetzen, um damit den Preis in die Höhe zu treiben? Die Folgen wären wohl kaum weniger dramatisch als die der beiden Ölkrisen in den 1970ern, welche die Industriestaaten in die Rezession drückten und die Angst ums Öl zur globalen Dauersorge machten. Zu den langfristigen Auswirkungen gehörten ein Umdenken in der Energiewirtschaft, aber auch ressourcenmotivierte Kriege.

      Ganz ähnlich ist die Politik, die China derzeit bei den Seltenen Erden verfolgt, einem Rohstoff, der fast ausschließlich in der Volksrepublik gefördert wird und für die Hightechindustrie eine vergleichbar zentrale Rolle spielt wie das Öl für die Weltwirtschaft. Der weltgrößte Produzent, der Staatsbetrieb Inner Mongolia Baotou Steel Rare-Earth Hi-tech Corporation, kurz Baotou, hat nun die Förderung für einen Monat eingestellt. Das erklärte das Unternehmen in einer Mitteilung an die Börse in Schanghai. Damit soll der Preis gestützt werden, der in den vergangenen drei Monaten um fast 20 Prozent gefallen war, nachdem er 2010 um 130 Prozent gestiegen war.

      Stans Energy Corp (TSX-V: HRE)(Pink Sheets: HREEF)(‘Stans’ or ‘The Company’) is pleased to announce the following update on the progress of: refurbishment at the company’s Kashka Rare Earth Plant (KRP); formalization of the Company’s relationship with VNIIHT (Leading Research Institute of Chemical Technology); exploration activities at the Aktyuz Ore Field, and overall development of the Kutessay II and Kalesay projects.

After completion of our feasibility studies, we will have a solid blueprint to realize long term value for all of our shareholders.”

      Stans Energy Key Personnel Update
      Stans is pleased to announce the appointment of Mr. Victor S. Kashtanov as the Director General of KRP. Mr. Kashtanov has invaluable experience with the technology of rare earth separation. Mr. Kashtanov recently served as the Senior Technologist of Kyrgyzaltan OJSC, and had 26 years of experience at the Company’s Kyrgyz Mining and Metallurgical Complex. Mr. Kashtanov’s roles ranged from equipment operator, foreman, and chief foreman, culminating in his role as Head of Plant #2 for Total Rare Earth Oxide (TREO) concentrate production, as well as the separation of light, medium and heavy REE concentrates. He was also responsible for production of high purity yttrium and luminophores.

      Stans now has 54 employees in Kyrgyzstan including mining engineers, metallurgists, geologists, chemical technologists, and various maintenance and administrative personnel employed by its subsidiaries: Stans Energy KG, Kutessay Mining and Kashka Rare Earth Plant.

      Kashka Rare Earth Plant (KRP) Improvements
      Stans has recently hired Mr. Victor Kashtanov to lead the team of experts to restart production of Heavy Rare Earth Elements (HREEs) from outsourced concentrates at Plant #3 in 2012, and to assist our engineering team to design of a new Plant #1 (a thorium extraction facility) and a solvent extraction [SX] plant with a 1500 t.p.y. capacity. Stans is actively engaged in the selection of an existing facility and site to host the new SX plant. Going forward the plan is to have both the first module of Plant #1 and the 500 t.p.y. SX plant in operation by 2013.

      Process Engineering - VNIIHT
      Recently Stans finalized a framework agreement with VNIIHT that specifically outlines the short and long term joint program of activities.

      The agreement is for a period of three years and may be automatically extended for subsequent years. The agreement outlines the implementation of joint activities such as:

      Creation and advancement of joint science-intensive and high technology projects
      Providing experts for conducting technological and economic examination of projects, conducting market research necessary for the commercialization of research and technology developments
      Processing of various types of ore and extraction of REE and possible by-products
      Environmental Protection
      Processing technogenic waste
      Providing support in realization of joint programs in the area of education
      Development of innovative entrepreneurship based on technologies developed by the joint program

      Exploration Update
      As announced on August 23rd, Stans commenced further exploratory diamond drilling at the Kutessay II deposit and at the former Aktyuz mine. As of October 15th, Stans has completed 3 of 4 planned drill holes (DH) at the Kutessay II deposit to test the depth potential of known mineralization. The fourth hole will be completed by November 15th. The assay of the core and the full report of results will be published by the end of December.

      A second diamond drill will be put into operation this week to start drilling two drill holes totaling 1100m at the former Aktyuz Mine to explore lower horizons with known historical rare earth mineralization. Further exploratory drilling of an additional 400m will be undertaken to explore other untested anomalies in the Aktyuz Ore Field. The two drilling programs will be completed by December 15th and a report will be ready by the end of January 2012.

      Strategic Partnership Discussions Initiated
      Throughout 2010 and 2011, various Fortune 500 companies and governmental agencies that have expressed interest in developing strategic partnerships in respect to its Kutessay II project in Kyrgyzstan have approached Stans. These firms have the ability to assist with financial, technical, marketing and other necessary prerequisites that would accelerate early production at Kutessay II.

      Stans conducted site visits with the representatives of various potential strategic partners in April, July, August and October 2011, and is planning to host another site visit in early November. The company is working towards signing agreements with one or more of these strategic partners, and will be releasing information as it becomes available.

      Kalesay
      The underground resampling program for the Kalesay Beryllium deposit completed earlier this year returned results that were inconsistent and could not be used to confirm the historical Soviet data. The sampling was conducted on an area that was open to weathering; so the new sample program will be conducted in the un-weathered, central part of the deposit. Stans has decided to reopen the underground workings to resample the beryllium mineralization much deeper in the underground exploration drift closer to the core of the historic deposit. Stans has contracted Prospecting LLC to do this work and has submitted an application to the Kyrgyz government to reopen the underground workings for further sampling.

      BEIJING, Oct 10 (Reuters) - China will extend a regional resource tax on domestic sales of crude oil and natural gas to the whole country and widen it to include coking coal and rare earths from November 1, the government said on Monday.
      The move, billed as a way of conserving resources and limiting environmental damage, is part of a long-awaited tax reform that would enrich the coffers of local governments but slash the earnings of resource companies, such as PetroChina Co , China National Petroleum Corp and Baotou Steel Rare Earths by billions of dollars each year.
      The sales of crude oil and natural gas sales nationwide would be subject for a tax of between 5-10 percent, the State Council, or China's cabinet, said on Monday. It would also impose a sales tax of 0.40-60 yuan per tonne on rare earth ores and between 8-20 yuan a tonne on coking coal.
      The government did not give details on why there was such a wide range in the tax levied on rare earths but analysts said heavy rare earths, which are more scarce, would likely face heavier taxes

      Also, wenn schon eine Zusammenfassung, dann bitte vollständig:

      1. It took the Soviets 7 years to perfect the metallurgy at Aktyuz, and another 4 years to perfect the processing plant efficiency. Stans has all of this already and the same people working at the plant when it was running. No other company has completed metallurgy already in place for HRE's, outside of China. GWG is the only other company at the conference with completed metallurgy of some kind.

      2. Stans has a 20 year mining license. No other company has that.

      3. Stans just last week (between 9/24 and 10/1) hired the technologist for Plant II. The company has the people in place who understand the separation and metallurgy processes.

      4. Mr. Mackay stated that a majority of the REE companies are "far from finding out the metallurgy" at their deposits. He mentioned GWG as one that does.

      5. The prices of REE's will stay high much longer than most people anticipate, especially the HREE's.

      6. Stans has the correct ratio of five key elements to be profitable for a long time. Those five elements are dysprosium, neodymium, europium, terbium, and yttrium. To have these five elements is absolutely key to be profitable in rare earths.

      7. Mr. Mackay admitted that Kutessay II is a small deposit and low-grade compared to other REE companies.

      8. A feasibility study will be complete for Kutessay II before the end of 2011.

      9. At the mine site, there is existing ore just sitting on the ground. It has been broken, stockpiled, and is visible in piles. Mr. Mackay stated that no mining would need to take place for a full year...just this stockpiled ore would be enough to process!

      10. Mr. Mackay stated that, with respect to the Kalesay beryllium (Be) deposit, Stans is currently considering doing deals with three three largest Be players in the world: China, Kazatomprom, and Brush Wellman (Materion) in the USA!!

      11. The Kalesy Be deposit is similar in size to the Bush Wellman Spor Mountain deposit in Utah. This deposit currently supplies 60% of global Be supply!

      12. Stans is currenlty concentrating on the depth of Kutessay II, not on exploring the rest of Aktuyz. They are currently on hole #2 of 4. Mr. Mackay stated that the grades and depths of the result of these 4 holes will be known in about a month.

      13. The replacement value of the processing plant alone, according to Mr. Mackay, is between $150m and $200m. My observation is that (a) the market cap of Stans currently LESS than the replacement value of the plant, and (b) the market currently is giving ZERO value to the Kutessay II and Kalesay deposits. This means there is potentially a huge upside in the market cap of Stans.

      14. Stans is also considering producing alloys. They are currently looking at the furnaces in the processing plant to determine whether processing alloys is something they will pursue as well.

      15. According to Mr. Mackay, Plant III historically produced HRE's in extremely high purity. The purity of rare earths is extremely important to offtake partners and buyers, similar to "four A gold" purity often discussed in the gold community.

      16. While Mr. Mackay admits Stans has a low-grade, small deposit, because they have metallurgy, they have "ore" while other companies have only "rocks".

      17. A company named Rosatom Nuclear Energy State Corporation built the processing plant on the site, and Stans Energy is currently working closely with Rosatom to bring it back online.

      18. Rosatom is currently helping Stans look for other HRE projects in the former Soviet Union!

      19. Near-term plans include (a) completion of the feasibility study before the end of 2011, (b) completion of a "bankable" feasibility by summer 2012, and (c) to establish offtake agreements.

      20. Mr. Mackay travelled to Kyrgyzstan on 10/7/2011 to speak with a potential offtake partner for the 4th time!

      21. Stans has looked at 300 HRE sites worldwide, and narrowed down a potential list of sites in which they were interested to 50. Now, they have focused on 1 site which they may have interest in acquiring!

      22. Mr. Valery Kosynkin is the most decorated rare earth metallurgist in the world outside of China, and is a Stans advisor. Mr. Kosynkin travelled to Kyrgyzstan with Mr. Mackay on 10/7/2011 to talk with potential offtake partners!

      23. According to Mr. Mackay, the processing plant was historically mining 500 tons of REE's per year, which at current prices would result in $150m annually cash flow. With plans to increase to 1,500 tons per year, the resulting cash flow would be $500m. An old study estimated that Kutessay II currently has over 42,000 tons to process.

      dass mit den instandhaltungs wird sich dann ende des jahres weisen

      dass mit den korrekturen sollte keine kritik sein, sondern einfach nur eine ergänzung deiner zusammenfassung

      die richtigen neuigkeiten sind für mich die letzten beiden punkte die ich hinzugefügt habe, vor allem das mögliche andere deposit
