      Some may see electric bills rise as utility installs digital meters

      Progress Energy is installing millions of digital meters.

      Who would complain about a utility meter that`s running accurately? A customer whose electricity bill has gone up.
      Progress Energy is in the midst of installing 2.7 million digital meters in the Carolinas and Florida to replace its old spin-dial meters. The new meters can be read remotely with radio transmitters.

      Once they are installed, some customers could see their bills go up because the meters are more accurate, a spokeswoman for the Raleigh utility says.

      Spin-dial meters wear out with age, which can cause them to slow down. A slow spinner under-records electricity usage. That means customers are charged less than they owe.

      Progress Energy does sample readings of meters and replaces inaccurate ones. In the past few years, it has been switching out about 30,000 a year in the Carolinas. The average age of a Progress Energy meter is more than 20 years.

      Most old meters are still accurate enough that customers won`t notice a change in their bills when they get a new digital meter. Since Progress Energy started switching out meters in August, 50 people in Florida and two in North Carolina have complained about higher bills.

      The company hasn`t switched to digital meters in South Carolina yet.

      "It`s possible that a customer is going to see some change in their bill, but we`re not expecting much of that," said Kathy Small, a spokeswoman for the company`s meter replacement program.

      "We`ve seen some complaints from customers because they think it`s [a higher reading] because of the new meters."

      Progress Energy has switched out about 350,000 meters in North Carolina and 650,000 in Florida. So far, three digital meters that were running too fast have had to be replaced.

      With most complaints, rate increases were the reason for the higher bill, Small said. In Florida, customers are paying more because of hurricane recovery and higher fuel prices.

      But with nearly 2 million meters to go, a few more Progress Energy customers with ancient meters could be in for a surprise.

      "Some of them can almost stop," said Robert Gruber, who runs the state`s consumer advocacy agency. Some customers "have been getting a real discount until the erroneous meter has been removed."

      To make sure the new digital meters are accurate, Progress Energy is checking some meters manually and remotely in the same month to compare the readings.

      Progress Energy has installed about 189,000 meters in the Triangle, out of a total of 400,000 replacements scheduled.

      State regulators allow an electric utility to keep meters that are up to 2 percent off speed, which means some customers could be slightly underpaying and others slightly overpaying. However, Progress Energy`s policy has been to recalibrate or replace meters that are inaccurate, even when the company is not required to do so, state regulators say.

      "They want to ensure that no customer is billed more than they should be billed," said Howard Lowdermilk, an engineer with the electric division of the Public Staff, the state`s consumer advocacy arm. "If they`re going to err, they want to err on the side of the customer`s benefit."

      Since the new digital meters are electronic, not mechanical, they are not expected to slow down as they age, Small said.

      Progress Energy will check the accuracy of a meter free of charge, but only if a customer`s electricity usage has shown abnormal changes.

      VALENCIA, CA, Mar 21, 2006 (MARKET WIRE via COMTEX) -- ConectiSys Corporation , a developer of automatic meter reading technologies, announced today that it has entered into agreements for convertible debt financing in the amount of up to $1.27 million. The Company expects that if the full $1.27 million is funded, the net proceeds will be sufficient for the Company to meet its cash requirements over approximately the next 12 months.

      Robert Spigno, the Company`s President and Chief Executive Officer, stated that, "Securing this funding is an important element of our continued efforts to commercialize, further develop and generate revenues from our H-Net(TM) automatic meter reading products and technologies, and we believe that this financing will provide the necessary funds for these efforts over the coming year."

      The Company`s convertible debt financing agreements contemplate an initial installment of $370,000, which amount has been received by the Company, and nine equal additional monthly installments in the amount of $100,000 each for aggregate gross proceeds to the Company of $1.27 million. The subsequent monthly investments contemplated by the convertible debt financing agreements are terminable upon 30 days advance notice by either the Company or a majority-in-interest of the lenders.
