Philadelphia Plans Cuts in School Budget

Mar 24, 2003 (The Philadelphia Inquirer - Knight Ridder/Tribune Business News
via COMTEX) -- Philadelphia School District chief executive Paul Vallas plans to
make $48.5 million in cuts to balance his proposed 2003-04 budget, according to
a proposal he is expected to present to City Council today.

Although the proposal does not specify where the cuts will be made, it makes
clear that Vallas plans to take a knife to the district`s contracts with seven
outside managers -- including Edison Schools Inc. -- that are operating 45
      schools.

In his proposal, obtained from a City Council source, Vallas called for spending
$12 million less on those schools and another group of schools that were given
      special support under district guidance.

Last year, those schools, called "partnership schools," were given $40 million
in extra funding to set a course for improved student achievement. Vallas`
proposal for 2003-04 earmarks $28.2 million.

Reached Friday night, Vallas declined to offer specifics, saying he would detail
the cuts when he presents the $1.78 billion spending plan to City Council.

According to a source close to the district, Vallas plans to redirect much of
the $12 million saved into the district`s high school reform plan. That plan
calls for more advanced placement courses, counselors, and extracurricular
      activities, among other additions.

Adam Tucker, a spokesman for Edison, which runs 20 city schools, said the
district had not notified the company that it planned to reduce its paycheck.

      He declined to comment.

"Until we really know what the whole picture is, we wouldn`t be able to talk
      about it," he said.

But such a reduction could cause a stir.

In August, the district signed contracts with the seven outside managers after
weeks of haggling over money and terms. The district ended up using a
complicated formula that granted more money to schools with the least
experienced teachers, figuring they would need more for training, support and
      recruitment.

The managers include three for-profit companies: Edison, Chancellor Beacon
Academies, and Victory Schools, and four other entities: Universal Companies, a
South Philadelphia urban renewal group; Foundations Inc., a nonprofit education
company; Temple University; and the University of Pennsylvania.

Many of the proposed cuts are driven by a projected drop in state funding.

Under the proposed state budget, the district would receive $25 million less
from the state this year. And the amount earmarked for Philadelphia is actually
$65 million less than district officials thought they would receive, according
      to the proposal.

Vallas plans to tell City Council that the district has saved $51.2 million this
year "by introducing modern business management procedures into budgeting and
      financing."

The district also anticipates receiving an additional $62.5 million in local,
state and federal grants this year, which will help it finish the year with a
      small surplus.

Vallas also will outline in detail all of the programs he has launched since
becoming chief executive last July, according to a 14-page draft copy of his
      testimony.

      Klingt hochinteressant!!!

      1. If Edison goes private, it would not materially affect the company`s business operations....

      2. Edison manages more than 100 schools in 23 states, including 20 in Philadelphia and 9 in Chester Upland.

      3. In a filing with the Securities and Exchange Commission Jan. 30, Whittle said he owned 8.7 million shares, or 14.8 percent of the company`s stock.

      4. Even though Edison stressed that going private was not a sure thing, Stokes said he expected it to happen!!!!!!!!!

      5. "The reason for the announcement is that expected to be regarded as good news, and it suggests to me that a transaction is relatively imminent," he said.

      6. The company has never earned a profit, although officials said in February that Edison was on track to report net income of $11 million in the quarter ending June 30.
Edison is scheduled to announce its results for its third quarter next Wednesday.

      7. Several months ago, Edison announced a plan to repurchase up to 5.4 million of the 45 million shares outstanding to boost its stock price. The company said in
February that it had purchased 1.7 million shares, and would continue to buy back stock periodically!!!!!!!!!!
