In US Airways Hub Regions, Officials Voice Optimism

By Dinah Wisenberg Brin and Mary Ellen Lloyd
      Of DOW JONES NEWSWIRES

PHILADELPHIA -(Dow Jones)- US Airways Group Inc. (U) continues to operate a full schedule after filing for bankruptcy protection but eventually plans to become a smaller airline - and that could deliver changes to its three hubs and other cities.

The airline and outside observers expect no near-term disruption for passengers or employees, and regional officials voiced optimism in the US Airways` future. The precise long-term effects on the airline`s Charlotte, N.C., Pittsburgh and Philadelphia hubs, as well as other big centers like New York and Washington, remain to be seen, however.

"There are no job reductions currently and we`re operating a full schedule and will continue to do so," US Airways spokesman David Castelveter said Monday, adding, however, that the bankruptcy process will bring changes.

"We expect that under our reorganization plan that we will have some reduction in service ... the carrier will become a smaller airline," Castelveter told Dow Jones Newswires. That will mean a reduction in service and "some job loss," but it`s too early to say when and how will that occur, he said. "In due time there will be a smaller carrier."

US Airways, Arlington, Va., the nation`s seventh-largest airline and the biggest air carrier east of the Mississippi River, filed for bankruptcy protection Sunday, saying it expected a "fast-track" process and to emerge from Chapter 11 in the first quarter of 2003.

Airline spokesman Castelveter said Chief Executive David Siegel will meet with officials and convention bureaus in US Airways` hubs and other key cities. The airline accounts for most of the daily departures at its Charlotte, Pittsburgh and Philadelphia hub airports, where more than half the airline`s 40, 000 employees work. On Monday morning it received interim U.S. Bankruptcy Court approval to keep paying employee wages and benefits, among other obligations.

Those hub airports pump billions of dollars into their regions` economies, so the fortunes of their biggest airline is of key interest.

In Pennsylvania, Gov. Mark Schweiker issued a statement Sunday saying his administration "will utilize all its resources and know-how to help US Airways in any way it can to weather this difficult storm."

He told his labor and economic-development secretaries to prepare to provide services, if needed, and said, "Pennsylvania`s US Airways employees and their families are certainly counting on US Airways to honor its commitment to a labor-friendly reorganization. And I am, too."

US Airways employs more than 7,100 at its busiest hub, Charlotte, N.C., where the airline and its regional US Airways Express operation run nearly 500 daily departures - or almost 90% of Charlotte/Douglas International Airport`s daily departures.

The Charlotte airport injects $4 billion a year into the region`s economy, with US Airways accounting for most of the figure, according to the Charlotte Chamber of Commerce. The airline is the fourth-largest nongovernment employer in the region and has been instrumental in the area`s economic growth, Tony Crumbley, vice president of research for the chamber, said.

"We have traditionally said the airport is our single most significant economic development tool for the city," Crumbley said.

"My feeling is that US Airways or some other airline will be flying out of this airport next year," he said. "With one of the most efficient airports in the world, if US Airways disappears, somebody will take over that hub operation."

Wachovia Securities senior economist Mark Vitner said he suspects disruption, if any, will be minor to flights in and out of Charlotte, which is good news for local businesses` ability to operate normally and for economic development.

"But US Airways does employ a little over 7,000 folks here in Charlotte, and while we don`t expect all that many to lose their jobs, if any, the impact on worker psychology is likely to take a bit of a toll," Vitner said. "If your employer is in Chapter 11, you may not be as willing to go out and buy a new home or a new car."

Charlotte`s airport opened a $34 million, 26-gate terminal dedicated to regional jet operations, primarily occupied by US Airways Express, in February. Regional jet service is "highly profitable and an area the company would like to focus on," Vitner said, so the new facility could position Charlotte well as a key city for US Airways in the long run, he said.

US Airways employs more than 6,500 people in Philadelphia, where the airline and its regional operation operate about 400 departures a day and account for 68% of flights at Philadelphia International Airport. The airport overall pumps $7.2 million into the regional economy, airport spokesman Mark Pesce said.

"We have been monitoring US Airways` financial situation very closely over the past several months," a statement from airport officials said. "We understand from US Airways that in the short term, there will be no disruption of flight operations at Philadelphia International Airport. We fully expect that US Airways will continue to meet all of their financial obligations."

A 13-gate, $500 million international terminal should be completed at the Philadelphia airport by the end of this year, Pesce said.

Frank Keel, a spokesman for Philadelphia Mayor John F. Street, said the bankruptcy filing came as no surprise and that the airline has given assurances of no near-term disruptions of flights in and out of Philadelphia. US Airways also assured officials "they will honor all of their obligations, including the completion of the new international terminal," he said.

The city has every reason to believe that US Airways will emerge from Chapter 11 a stronger company, Keel said, but he also called it likely and inevitable that the airline will cut back on flights and personnel.

In western Pennsylvania, US Airways and its regional airline account for almost 500, or about 80% of the daily departures at Pittsburgh International Airport, located outside the city. The airport overall pumps some $5.4 billion a year into that region`s economy, an airport spokeswoman said.

The airline employs nearly 9,500 in the Pittsburgh area, where it operates a reservation center, system baggage services and many maintenance functions, Castelveter said.

"It`s not unexpected," Allegheny County Chief Executive Jim Roddey said of the bankruptcy filing. He voiced confidence in the airline`s future, and said the Pittsburgh area might even gain 400 to 500 jobs because US Airways is basing a new regional airline, MidAtlantic Airways, in Pittsburgh. That airline begins operating in the fall.

Roddey said he was heartened that US Airways secured commitments for $500 million in debtor-in-possession financing from Credit Suisse First Boston and Bank of America Corp. and for a $200 million investment by Texas Pacific Group in the airline`s new equity.

"That`s serious money and certainly those are very sophisticated banks," indicating the lenders and investors believe the company can emerge from Chapter 11 and operate profitably, he said. "That bodes well, certainly, for the future of US Airways."

US Airways and its affiliated operations run 190 departures a day from New York LaGuardia, more than 160 from Ronald Reagan Washington National, 115 from Boston Logan International and 55 from Baltimore-Washington International airports.

It is the busiest carrier at LaGuardia, carrying about 5.2 million people, or 21% of the airport`s passengers a year, according to the Port Authority of New York and New Jersey Web site. It is the fourth-busiest airline for all New York metropolitan airports combined, accounting for about 7% of passengers.
