      China: Rare earth export cuts protect environment

      (Reuters) - China's decision to slash export quotas of rare earth elements was a necessary step to protect the country's environment, commerce minister Chen Deming said following criticism from Japanese officials.

      "Mass extraction of rare earth will cause great damage to the environment and that's why China has tightened controls over rare earth production, exploration and trade," Chen was quoted by state news agency Xinhua as saying on Saturday.

      China issued export quotas for 30,258 metric tones by the end of July, down 40 percent compared to last year, following a nationwide campaign to consolidate the sector and clamp down on illegal production.

      China has been steadily reducing export quotas since 2005 for rare earth elements, which consist of 17 metals used in crucial new green technologies like hybrid cars, wind turbines and superconductors, as well as in missile guidance systems and mobile phones.

      Overseas buyers have expressed concern about China's policies to restrict rare earth exports, which have driven up global prices, but Chen said China had no choice and its own market would also suffer as a consequence.

      Rare earths are in increasingly short supply as world demand surges, with industry officials predicting a global shortfall of 30,000 to 50,000 metric tones by 2012.

      China invested heavily in rare earth extraction technology in the 1990s and now controls more than 95 percent of recoverable reserves, mostly in the vast northern region of Inner Mongolia.

      It has sought to strengthen its control over the global market, urging its biggest producer, the Inner Mongolia Baotou Steel Rare Earth to build strategic stockpiles.

      China's leading rare earth miners are also discussing setting a unified pricing mechanism in order to boost China's global pricing power.

      Top China rare earth producer to build stockpile

      HONG KONG - China's top rare earth producer, Inner Mongolia Baotou Steel Rare-Earth, is likely to use 9% of this year's production to build a stockpile that could grow to up to 200,000 tonnes.

      The firm is expected to produce about 55 000 t of rare earth oxides this year, flat from last year.

      But the regional government of Inner Mongolia has allowed it to supply just 50 000 t to market, as part of Beijing's effort to preserve the resource used in high-tech industries, a source familiar with the matter said on Friday.

      "You can assume the extra output of 5 000 twill be put into the stockpile," the source, who did not want to be named for lack of authorisation to speak to the media, told Reuters.

      Baotou Steel Rare-Earth did not comment. But in February the firm said it had been approved to build facilities to store 200,000 tonnes of rare earth oxides and the city government of Baotou.

      Baotou Steel Rare-Earth's stock-building plan will support Chinese and global prices, said Lan Ke, analyst at Southwest Securities' assets management division in Beijing.

      Strong Chinese domestic prices could discourage producers from exporting the rare earths, of which China is the world's dominant supplier with more than 90% of the global market.

      Rare earths are a group of 17 metals used in a wide range of new technologies from hybrid cars to wind turbines.

      China has been reining in exports of rare earths to feed strong domestic demand, in a move that is already stoking supply worries in the international market. The Ministry of Commerce issued 30 258 t of export quotas by the end of July, or about 40% less than in 2009.

      Beijing is also studying whether to build state rare earth stocks, Southwest's Lan said, adding that if this is approved, the State Reserves Bureau may buy part or all of Baotou Steel Rare-Earth's stocks.

      The top rare earth producer is a subsidiary of steel mill Baotou Steel Group, which mines iron ores that contain rare earths.

      After extracting iron from the ores, the parent provides the subsidiary with the residues, a strategy that makes it tough for Baotou Steel Rare-Earth to control annual production, Lan said.

      China has raised to 89 200 t this year its mining limit on rare earth, including Baotou Steel Rare-Earth's 50 000 t, an increase of about 8 percent from last year's 82 320 t.

      Toyota to set up Rs 150-cr rare earth processing plant

      Toyota Tsusho Corporation (TTC), a group company of the Japan-based automotive major Toyota Motor Corporation, has proposed to set up a rare earth processing plant at Chhatrpur in south Orissa's Ganjam district at an investment of Rs 150 crore.

      The rare earth processing plant will be set up by Toyotsu Rare Earths Limited (TREO), a joint venture between TTC and Indian Rare Earths Limited (IREL).

      The rare earth processing plant would come up on 50 acres of land at Chhatrapur. Production is scheduled to take off from May 2011. The plant will have a capacity of 10,000 tonnes per annum.

      T Aoki, director of TREO and S N Singh, the company's advisor on Wednesday, gave a detailed presentation to the state Chief Minister Naveen Patnaik at the state secretariat.

      The project is aimed at extracting rare earth elements like lanthanum, cerium, samarium, neodymium and praseodymium, which are essential for production of rare earth magnets (strong permanent magnets made from alloys or rare earths) that can be used in hybrid vehicles, computer hard drives, audio speakers and lot of other modern-day electronic products.

      IREL which deals with the mining and separation of minerals like rutile, zircon, ilmenite, sillimanite, garnet and monazite from beach sand, would provide the raw material- rare earth chloride needed for the plant.

Many large rare-earth metal miners continue to struggle with low profits despite high global demand. Despite Inner Mongolia Baotou Steel Rare-Earth’s control of 49% of the global rare earth market, its profits fell by 70% in 2009.

      In turn China’s National Development Reform Commission (NDRC) began to call for the shutdown or acquisition of small mines around the country that are selling at a lower price in the second half of this year. Industry insiders predict the government will reduce the number of rare earth mines by 92% rare earth mines and processing firms by 72% through consolidation led by large state-owned mining firms. In July, the government announced a halt to all new mining licenses for many rare earth metals until June 30, 2011 to effectively limit new entrants into the market.

      Control of rare earth metal price will ensure Chinese rare earth metals producers have the profits to expand into the global marketplace, and gain a stakes in the 200 some rare earth metal projects that could compete with China’s domestic price. China has been trying to acquire stakes in overseas rare earth metal mining through overseas investment arms, like China Investment Corporation (CIC), China Non-Ferrous Metals Holding Co (CNMC), China Africa Development (CAD) Fund, and Jiangsu Eastern China Non-Ferrous Metals Investment Holding Co with mixed results. In 2005, the US blocked China Unocol’s acquisition of Molycorp putting a dent in the country's plans for foreign expansion. Bad luck continued in 2009 when CNMC failed to acquire a minority stake in Australia’s rare earth miner Lynas Corporation due to domestic opposition.

      Noch einmal für die Neueinsteiger: Seltene Erden sind nur eine Klassifizierung im Periodensystem der Elemente und haben sich diesen Namen geschichtlich erworben. In etwas so wie Edelgase oder die Halogene.

      Seltene Erden sind im Prinzip nicht selten, aber nur in hoher Konzentration wirtschaftlich nutzbar abbaubar. Mount Weld ist mit durchschnittlich 20% eines der höchstkonzentriertesten Erzlagerstätten.
      Weiterhin gehört zu Lynas noch ein Phosphorvorkommen und eine Crown Polymetallic Ressource.
