      http://www.fuw.ch/de/zeitung_archiv/archiv.html?SID=SID%3D35…

Battle for rare earth deposits begins to heat up

      http://au.news.yahoo.com/thewest/business/a/-/world/7399761/…

KATE EMERY, The West Australian June 15, 2010, 7:14 am

South Korea's biggest steelmaker has secured a foothold in China's rare earth market in a fresh reminder that the sector faces a major shake-up that will have implication for WA's handful of rare earth aspirants.

POSCO and the state-run Korea Resources Corp have jointly acquired a controlling stake in Chinese trader Yongxin Rare Earth Metal in a move analysts said was designed to bypass the country's restrictions on rare earth exports.

The size of the deal is modest at 59.76 million yuan ($10.25 million). But it is further evidence countries are positioning themselves ahead of China's long-anticipated crackdown on the mining and export of rare earths.

Meanwhile, the proposed US float of Molycorp, which owns a mothballed Californian mine that was once the world's biggest rare earth producer, is being billed as the first step in a push to develop the country's big but dormant deposits.

Rare earths, or rare earth elements, refers to 17 chemical elements which are used in mobile phones, computers and hybrid car batteries.

Supply is shaping as a critical issue in the US because these elements also have military applications, such as in missile guidance systems. US Geological Service figures place total world reserves of rare earth at about 90 million tonnes, much of which is found in China (36mt), the US (13mt), Australia (5.2mt) and India (3.1mt).

China, which controls 95 per cent of global supply, has already introduced a cap on 2010 production and a moratorium on new mining licences but more stringent measures are being considered. According to Hallgarten & Company analyst Christopher Ecclestone, any move by China to impose further restrictions bodes well for new entrants. He said Molycorp's float - potentially worth $1 billion - could also boost institutional awareness of rare earth and aid companies in raising project finance.

"The upcoming Molycorp IPO will shift rare earth elements out of the 'for cognoscenti only' category into what might pass for 'mass market awareness' in the institutional world," he said in a recent report.

"The spin-offs from the IPO will be felt by a feeding frenzy in the second tier of rare earth elements wannabes, with easier financing possibilities for those with serious intentions of becoming producers. Molycorp will not bring enough production to plug the supply gap in the US, let alone the rest of the western world."

Of Australia's rare earth hopefuls, WA's Lynas Corp is the most advanced. It owns Mt Weld, near Laverton, which is fully funded for development and thought to be one of the world's biggest undeveloped rare earth projects. Trailing Lynas is Arafura Resources, which has a rare earth project in the Northern Territory that still needs funding; Alkane Resources, which owns the Dubbo Zirconia project in New South Wales and Artemis Resources, which is exploring a swag of early-stage projects in WA.
Perth-based Greenland Minerals and Energy owns the potentially world-class Kvanefjeld deposit in Greenland, although its progress has been delayed by a long-running dispute with its joint venture partner.

Rare earth, graphite and fluorspar among minerals deemed a supply risk

Keywords: critical minerals, strategic minerals, graphite, rare earths, fluorspar, supply risk

A report released today revealed 14 “critical mineral raw materials” that the European Commissior considers a supply risk for EU economies, including rare earth, graphite and fluorspar. A group of experts chaired by the Commission reviewed 41 minerals, finding 14 for which supply insecurity and economic impact were significantly high compared with other raw materials. The results will be used for drafting a strategy on securing access to raw materials, which Commission plans to…

No sign of prices softening this year as China prepares new export quotas

Keywords: rare earths, mineral prices, neodymium, praseodymium, cerium, magnets, hard drives

Prices of certain key rare earth minerals from China, source of over 95% of world supply, remain strong amid expectations that export quotas for the second half of the year, due to be released in the first weeks of July, will be reduced. Already, limited export quotas for the remaining amount of rare earths available for export in the first half of the year are putting pressure on prices. A buyer Chinese rare earth minerals based in the USA told IM: “Export quotas in China are in shortage right now and are expected to be released the first part of July”. Each year, the Chinese…

Week in Review June 10 - June 17

This week has been a busy week in the national news about the Afghanistan rare mineral find. Although, the reality of mining even being a possibility in Afghanistan is far in the future, we got great exposure in the news about rare earths and their use in the pursuit of "green energy".

Ian London wrote about some of the uses of rare earth's in Solar lightbulb to shine on developing world, Shortage of LEDs for LCD TVs, notebook displays and monitors projected, and Commercial fast charging station for electric vehicles open for business. Ian also comments on the PBS Newshour broadcast produced by Kira Kay which covers the challenges and opportunities that are the current rare earth industry story in the blog, Ready? Set?... Are we really ready to go?

The Afghanistan news struck up a lot of conversation in the blog this week. Jack Lifton put his thoughts in Afghan Lithium and Other Mineral Nonsense which questions the reality of this situation. However, I do think this news brought some attention to the importance of Rare Metals. Next week there will be a Conference Call On Minerals In Afghanistan to review the prospects.

Gareth Hatch brought up great points about The True Rare Metals Crisis about the lack of education and experience in the industry. Hopefully, with rare earths making the news, more attention can be brought to the topic making it a more popular choice subject.

Matamec Evaluates its Potential Rare Earths-Yttrium and Zirconium Markets and Investigates the Possibility to Be a Potential Supplier of Strategic and Green Metals

MONTREAL, QUEBEC--(Marketwire - June 17, 2010) - Matamec Explorations Inc. ("Matamec") (TSX VENTURE:MAT) is proud to announce that it has decided to investigate the possibility to be a potential source of low-production cost and environmentally friendly strategic and green metals, such as rare earths-yttrium and zirconium. In this context, Matamec continues exploration of its Kipawa deposit to demonstrate that the Company could supply industrial users of rare earth-yttrium oxides ("TREO") and zirconium.

In an international environment which favours green mining and clean technologies, Matamec could demonstrate that the Kipawa deposit could be the first North American producer of a combination of rare earths-yttrium ("HREO/Yttrium") and zirconium, with sustainable development as the objective of its exploitation.

Rare Earth Elements: Key for Future Technologies

By Desmond McMahon–Exclusive to Rare Earth Investing News

Rare earth elements (REE) have occupied a quiet corner of the mining industry since the late 1950s, but their unique properties have made them crucial to a number of emerging and growing technologies, increasing their demand and strategic importance.

Despite their name, Rare Earth Elements are found in relative abundance around the world, but it is rare to find a commercially viable deposit. Officially, the International Union of Pure and Applied Chemistry defines Rare Earth Elements as the 15 Lanthanide elements, plus Scandium and Yttrium. These elements are grouped together on the periodic table and share similar chemical properties, often making them interchangeable in their commercial applications ranging from use in catalysts and computers, to magnets, cell phones and hybrid cars.
Rare Earth Elements can be further divided into two sub-groups using their atomic weight: Heavy Rare Earth Elements (HREE) and Light Rare Earth Elements (LREE). HREE are the more sought after of the two types and more valuable. Europium, Gadolinium, Terbium, Dysprosium, Holmium, Erbium, Thulium, and Ytterbium are all considered HREE; and due to their characteristics, Yttrium and lutetium are also sometimes included in this group.

LREE include Lanthanum, Cerium, Praseodymium, Neodymium, Promethium and Samarium, which are generally more abundant and less valuable than the heavier HREE. Europium, Terbium and Dysprosium are exceptions and quite valuable.

It is also important to note the distinction between rare earth elements and similar terms used in the resource sector. Two classifications that are often confused with rare earth elements are Rare Earth and Rare Metals. While the Rare Earth classification encompasses all the Rare Earth Elements, the term also includes the 15 metals in the Actinide group of the periodic table. Rare Metals are a loosely defined group of resources including tantalum, niobium and the platinum group of metals, which are genuinely rare and valuable, but not rare earth elements.

The Rare Earth Element market is inherently more complex than markets for more traditional resources, like gold or copper, because it is made up of so many different minerals, but it is the extraction process that truly complicates Rare Earth Elements, which are found clumped together in mineral deposits.

China currently produces over 95 percent of the world’s rare earth supply, mostly in Mongolia, but high concentrations have also been identified at Mountain Pass, California, and Mount Weld, Australia.

Once the rare earth ore has been removed from the mineral deposit, the difficult task of separating the different minerals into oxides begins. Because the elements share similar characteristics, the separation process is complex and it can vary from one mineral resource to another. A deposit could contain a number of different metals; but, with no processes available to extract them all a company might have to focus on one element at the expense of another.

Thorium, Uranium and other radioactive elements can also contaminate Rare Earth Element deposits, making the elements more expensive to recover.

Once the different minerals have been refined into oxides they are formed into rare earth alloys before they are manufactured into their applications.

      Concentration Plant

Mobilisation to site has occurred at the Concentration Plant in Western Australia and construction in on schedule for completion at the end of 2010.

      ENGINEERING AND PROCUREMENT

Engineering activities progressed well in the first quarter, with civil, structural, mechanical and piping engineering substantially complete for the main processing areas and most drawings released as approved for construction.

Purchase Orders for all outstanding equipment have been placed and delivery dates finalised. Delivery of long lead time items will commence in the second quarter.

      CONSTRUCTION

A lump sum fixed price contract has been awarded to Abesque for A$36,232,733 (excluding GST), which is within the Lynas budget. Abesque has mobilised to site and recommenced construction work.

The schedule has sufficient time for construction, commissioning, production and shipment of concentrate for the commissioning of the Advanced Materials Plant in Malaysia. The first feed of ore into the Concentration Plant is scheduled to occur in December 2010.

      OPERATIONS

The mine has continued with routine compliance inspections for statutory obligations, including Safety and Environmental reporting.

Recruitment of the operations management and production team continued during the first quarter. It was pleasing to see the strong desire of many former Lynas employees to return following the previous period of suspension.

Significant Working Capital savings have been realised for the Western Australian operations for the period through to commencement of production at the Advanced Materials Plant in Malaysia. Specifically, the Concentration Plant operations have been optimised from a four shift roster targeted plan to a one shift roster during the ramp up period, realising a saving in Working Capital costs of approximately A$12 million.
